Mr. Calabrese concluded if this recommendation is adopted, it should be understood the present City HCDA Staff will <br />not be needed for the 1978-79 ;year, and Staff would recommend appointing one person in the Planning Department to <br />act as liaison with the County in order to keep the City Manager and the City Council informed of Housing Rehabili- <br />tation progress. <br />Discussion followed among Council Members and Staff with regard to the administration of the Housing Rehabilitation <br />Program. <br />Mr. Calabrese stated that if the County administers the housing program, Colton could realize approximately 53 <br />housing units, and if the City Staff administers the housing program, Colton would realize approximately 28 housing <br />units. <br />Mr. Calabrese also stated that the CCAC, acting also as the CPAC, would continue to function as it has in the past. <br />Mayor Beltran then referred to the Project Priority Listing, giving his recommendations for the five Priority <br />Projects to be forwarded to the Board of Supervisors. <br />Each Council Member in turn offered their recommendations for the five Priority Projects. <br />After additional discussion, moved by Councilman Hayes, seconded by Councilman Rehrer, approving listing of five <br />Priority Projects for the City of Colton to be forwarded to the County Board of Supervisors. Unanimous vote. <br />1. Housing Rehabilitation. <br />2. Swimming Pool. <br />3. Fire Station. <br />4. Water Reservoir. <br />5. Public Improvements (Sewers, Storm Drains) <br />Resolution No. 3732 <br />Councilwoman Cisneros suggested that Resolution No. 3732 be amended, or repealed, by changing Item No. 2 to read a <br />one percent (1%) fee, instead of the two percent (2%) fee, as follows: <br />2. $150 fee for commercial or industrial construction having an estimated <br />project valuation of $100,000 or less. One percent (1%) fee for that <br />portion in excess of $100,000 estimated project valuation. <br />After discussion, moved by Councilwoman Cisneros, seconded by Councilman Rehrer, to repeal Resolution No. 3732, and <br />approve Resolution No. 3739. Upon Roll Call, the Vote was: <br />AYES: Councilmen Cisneros, Hayes, Rehrer <br />NOES: Councilman Gonzales, Mayor Beltran <br />ABSENT: None <br />Motion carried. <br />RESOLUTION NO. <br />3739 - RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON, CALIFORNIA, <br />ESTABLISHING FEES FOR A CONSTRUCTION TAX REQUIRED BY ORDINANCE <br />NO. 1522 ESTABLISHING A CONSTRUCTION TAX TO GENERATE REVENUE FOR <br />CAPITAL IMPROVEMENT PARK AND RECREATION FUND, AND REPEALING RESO- <br />LUTION NO. 3732. <br />Councilman Hayes left the Council Chambers at 5:50 p. m. <br />Housing Rehabilitation Program <br />Moved by Mayor Beltran, seconded by Councilman Gonzales, to approve and authorize the County of San Bernardino to <br />fully administer the Housing Rehabilitation Program for the City of Colton. Upon Roll Call, the Vote was: <br />AYES: Councilmen Cisneros, Gonzales, Rehrer, Mayor Beltran <br />NOES: Councilmen: None <br />ABSENT: Councilman Hayes <br />Motion carried. <br />PArcnnnal <br />Planning Department <br />City Manager Calabrese requested permission from the City Council to hire a Planning Consultant, on a day-to-day <br />basis, until the position of Planning Associate can be filled. <br />Moved by Councilwoman Cisneros, seconded by Councilman Gonzales, to approve and authorize the hiring of a Planning <br />Consultant for the Planning Department until the position of Planning Associate has been filled. Vote was unanimous. <br />ParcnnnP1 <br />City Manager Calabrese requested that he be excused from the next regular Council Meeting, to be held November 1, <br />1977, to attend a City Manager's Conference. <br />Council Members approved the City Manager's request. <br />Councilman Gonzales commended the City's HCDA Staff, recommending the County be notified the City's HCDA Staff <br />would be available, and that the, County be asked to consider assimilating them into their work force to assist with <br />the Housing Rehabilitation Program and other County projects. <br />Council Members were in agreement with Councilman Gonzales' recommendation. <br />An,lnl IRNMFNT <br />Moved by Councilman Rehrer, seconded by Councilwoman Cisnerso and passed, Mayor Beltran adjourned the meeting at <br />6:00 p. m. <br />X <br />HELEN A.
