RAMOS City Clerk City of Colton ******************** CITY COUNCIL BUDGET SESSION July 27, 1977 A Budget Session of the City Council of the City of Colton was held on the above given date at 5:30 p. m., in the Council Chambers of City Hall, Mayor Beltran presiding. ani 1 rAl 1 Council members present were Hayes, Cisneros, Rehrer, Gonzales, and Mayor Beltran. Also present were City Manager Calabrese, City Attorney Edwards, Assistant to the City Manager Johnsen, Finance Director Holt, and City Clerk Ramos. RIInr.FT COMMUNITY SERVICES Administration Community Services Director Young reported the budget is for the administrative costs of the department. City Manager Calabrese stated that there has been a $100.00 cut in the Overtime Account and $715.00 was deleted from Capital Outlay. Mr. Calabrese added that the increase in the Salaries Account is due to the extra payday for 1977-78; the revised total is $79,065.00. Moved by Councilman Hayes, seconded by Councilwoman Cisneros, to tentatively approve the Administration Budget of Community Services. Unanimous vote. Engineering Mr. Young reported the increase in the Engineering budget is due to increase in vehicle depreciation costs and that there is a Capital Outlay of $480.00 for a pipe locator. Mr. Calabrese reported that $900.00 has been deleted from Capital Outlay for the hand held radio, making the re- vised budget total $74,273.00. Discussion was held on the Professional Services Account - 35. Mayor Beltran raised various questions regarding the position and requirements for a registered civil engineer. Upon the statement of the City Manager that the questions being asked by the Mayor were of a Personnel nature, Mayor Beltran requested that the City Attorney rule on this matter. City Attorney Edwards ruled in concurrence with the City Manager stating the questions raised by the Mayor were of a Personnel nature. Mayor Beltran asked that his questions be deleted from the record. Moved by Councilman Rehrer, to delete $5,000 from the Professional Services Account - 35. Motion died for lack of a second. Moved by Councilwoman Cisneros, seconded by Councilman Hayes, to tentatively approve the Engineering Budget of Community Services. Unanimous vote. Street Maintenance Mr. Young reported this budget reflects the costs of the City's street maintenance program; including patching, paving, and other general maintenance. Mr. Young explained that higher costs in paving materials and vehicle operating expenses account for the increase in the operating section. In conclusion, Mr. Young reported the purchase of a replacement 1/2 ton pickup reflected under Capital Outlay. City Manager Calabrese stated that $1,600.00 has been deleted from the Equipment Rental Account, bringing the revised budget total to $242,450.00. Discussion was held on possible reorganization of the various divisions of the Community Services Department and the possibility of going to contract services for such items as street sweeping, street striping, and curbs, gutters, and sidewalks. City Manager Calabrese was instructed to look into various alternates for comparison purposes. Moved by Mayor Beltran, seconded by Councilman Gonzales, to tentatively approve the Street Maintenance Budget of Community Services. Unanimous vote. Street Sweeping Mr. Young stated the table of organization reflects one less position in this budget and the deletion was made when the position became vacant due to retirement. Moved by Councilwoman Cisneros, seconded by Councilman Hayes, to tentatively approve the Street Sweeping Budget of Community Services. Unanimous vote. JUL. 2.7 1977
