RAMOS <br />City Clerk <br />City of Colton <br />******************** <br />CITY COUNCIL <br />BUDGET SESSION <br />July 27, 1977 <br />A Budget Session of the City Council of the City of Colton was held on the above given date at 5:30 p. m., in the <br />Council Chambers of City Hall, Mayor Beltran presiding. <br />ani 1 rAl 1 <br />Council members present were Hayes, Cisneros, Rehrer, Gonzales, and Mayor Beltran. Also present were City Manager <br />Calabrese, City Attorney Edwards, Assistant to the City Manager Johnsen, Finance Director Holt, and City Clerk <br />Ramos. <br />RIInr.FT <br />COMMUNITY SERVICES <br />Administration <br />Community Services Director Young reported the budget is for the administrative costs of the department. <br />City Manager Calabrese stated that there has been a $100.00 cut in the Overtime Account and $715.00 was deleted <br />from Capital Outlay. Mr. Calabrese added that the increase in the Salaries Account is due to the extra payday <br />for 1977-78; the revised total is $79,065.00. <br />Moved by Councilman Hayes, seconded by Councilwoman Cisneros, to tentatively approve the Administration Budget of <br />Community Services. Unanimous vote. <br />Engineering <br />Mr. Young reported the increase in the Engineering budget is due to increase in vehicle depreciation costs and that <br />there is a Capital Outlay of $480.00 for a pipe locator. <br />Mr. Calabrese reported that $900.00 has been deleted from Capital Outlay for the hand held radio, making the re- <br />vised budget total $74,273.00. <br />Discussion was held on the Professional Services Account - 35. <br />Mayor Beltran raised various questions regarding the position and requirements for a registered civil engineer. <br />Upon the statement of the City Manager that the questions being asked by the Mayor were of a Personnel nature, Mayor <br />Beltran requested that the City Attorney rule on this matter. <br />City Attorney Edwards ruled in concurrence with the City Manager stating the questions raised by the Mayor were of <br />a Personnel nature. <br />Mayor Beltran asked that his questions be deleted from the record. <br />Moved by Councilman Rehrer, to delete $5,000 from the Professional Services Account - 35. Motion died for lack of <br />a second. <br />Moved by Councilwoman Cisneros, seconded by Councilman Hayes, to tentatively approve the Engineering Budget of <br />Community Services. Unanimous vote. <br />Street Maintenance <br />Mr. Young reported this budget reflects the costs of the City's street maintenance program; including patching, <br />paving, and other general maintenance. Mr. Young explained that higher costs in paving materials and vehicle <br />operating expenses account for the increase in the operating section. In conclusion, Mr. Young reported the <br />purchase of a replacement 1/2 ton pickup reflected under Capital Outlay. <br />City Manager Calabrese stated that $1,600.00 has been deleted from the Equipment Rental Account, bringing the <br />revised budget total to $242,450.00. <br />Discussion was held on possible reorganization of the various divisions of the Community Services Department and <br />the possibility of going to contract services for such items as street sweeping, street striping, and curbs, <br />gutters, and sidewalks. <br />City Manager Calabrese was instructed to look into various alternates for comparison purposes. <br />Moved by Mayor Beltran, seconded by Councilman Gonzales, to tentatively approve the Street Maintenance Budget of <br />Community Services. Unanimous vote. <br />Street Sweeping <br />Mr. Young stated the table of organization reflects one less position in this budget and the deletion was made <br />when the position became vacant due to retirement. <br />Moved by Councilwoman Cisneros, seconded by Councilman Hayes, to tentatively approve the Street Sweeping Budget <br />of Community Services.
