Stearns, General Manager of the San Bernardino Public Employees Association, stated the Associa-
tion is still very much concerned with that portion of the City's Resolution which seemingly allows an employee
organization with less than a majority of the effected employeees to decertify an incumbent organization, as
interpreted by the Acting City Manager. Mr. Stearns said this determination, in effect, requires the incumbent
organization to requalify.
Mr. Stearns continued he does not feel that anyone could support the fact that an organization representing
less than half of the general employees could, in fact, decertify the incumbent organization, and he further
feels that the City Council should direct themselves to that point and that it should be clarified.
'. 197;7
