465 <br />0 <br />COUNCIL MEETING <br />August 16, 1977 <br />A regular meeting of the City Council of the City of Colton was held on the above given date at 7:30 p. m., in the <br />Council Chambers of City Hall, Mayor Beltran presiding. <br />Mayor Beltran led the group in the Pledge of Allegiance to the Flag. <br />Invocation was offered by the Reverend Robert K. Johnson of the Colton Community Church. <br />ROLL CALL: <br />Council members present were Hayes, Cisneros, Rehrer, Gonzales, and Mayor Beltran. Also present were City Manager <br />Calabrese, City Attorney Edwards, and City Clerk Ramos. <br />CONSENT CALENDAR: <br />Minutes <br />August 2, 1977 <br />August 3, 1977 <br />W;irrantc <br />119685 12231 through 12511 <br />11513 through 11689 <br />August 11, 1977, Inclusive <br />Ordinances <br />Authorize reading of Ordinances on Agenda by Number and Title, full reading is <br />hereby waived. <br />Moved by Councilman Hayes, seconded by Councilwoman Cisneros, to approve the Consent Calendar. RFPnRTI� ANn PpnCA AMATMN'� <br />Railroads <br />Annexations <br />Mayor Beltran reported from his memorandum dated August 5, 1977, regarding recommended action on Southern Pacific <br />sites, together with a letter from Mr. 0. G. Linde, President of Southern Pacific Company in San Francisco. <br />Mayor Beltran outlined the following proposals for Council action regarding annexations and future development. <br />(1) Continue with annexation proceedings of 53 acres of Southern Pacific land, located <br />in the Colton -Loma Linda County area, between Hunts Lane and the river bed, to be <br />annexed to the City of Colton. <br />(2) After annexation, include the total 53 acres in the Colton Redevelopment <br />Agency Project IV. <br />(3) Permit the old Pacific Fruit Express property in Colton to be included in <br />the Colton Redevelopment Agency Project V. <br />Mayor Beltran concluded that in order to get things going, he would recommend that Item No. 1 be acted upon this <br />evening. <br />Moved by Councilman Hayes, seconded by Councilman Gonzales, authorizing and approving annexation proceedings of 53 <br />acres of Southern Pacific Company land, located in the County area of Colton -Loma Linda, between Hunts Lane and the <br />river bed, for annexation to the City of Colton. Vote was unanimous. <br />PUBLIC HEARINGS: <br />Personnel <br />Positions <br />Mayor Beltran declared the Public Hearing open. <br />Personnel Officer Calabrese submitted the Affidavit of Posting and reported that no protests or objections had been <br />received. <br />Mr. Calabrese advised the Public Hearing concerns the reclassification of the Secretary II position, in the Office <br />of Community Development, to Administrative Technician, which will more amply cover the duties being performed. <br />Mayor Beltran asked if anyone desired to speak on this matter. <br />Moved by Councilman Rehrer, seconded by Councilman Gonzales, to terminate the Public Hearing. Vote was unanimous. <br />Moved by Councilman Gonzales, seconded by Councilwoman Cisneros, to approve Resolution No. 3710. Vote was unanimous. <br />RESOLUTION NO. 3710 - RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON AMENDING <br />THE PAY AND CLASSIFICATION PLAN. <br />Porcnnnol <br />Reclassification <br />Mayor Beltran declared the Public Hearing open. <br />Personnel Officer Calabrese submitted the Affidavit of Posting and reported that a written protest has been received <br />from the Colton Police Officers Association, on behalf of the Police Chief, and an informal protest received from <br />the Police Chief. <br />Mr. Calabrese reported that this Public Hearing is to consider amending the Civil Service System, Ordinance No. <br />1122, for withdrawal of certain classes from the system, amending Section 6 of Ordinance No. 1122, and repealing <br />Ordinance No. 1462. <br />Mr. Calabrese continued this will involve a change from Classified status to Unclassified status for the following <br />positions: <br />AUG 16 1977 <br />
