465 0 COUNCIL MEETING August 16, 1977 A regular meeting of the City Council of the City of Colton was held on the above given date at 7:30 p. m., in the Council Chambers of City Hall, Mayor Beltran presiding. Mayor Beltran led the group in the Pledge of Allegiance to the Flag. Invocation was offered by the Reverend Robert K. Johnson of the Colton Community Church. ROLL CALL: Council members present were Hayes, Cisneros, Rehrer, Gonzales, and Mayor Beltran. Also present were City Manager Calabrese, City Attorney Edwards, and City Clerk Ramos. CONSENT CALENDAR: Minutes August 2, 1977 August 3, 1977 W;irrantc 119685 12231 through 12511 11513 through 11689 August 11, 1977, Inclusive Ordinances Authorize reading of Ordinances on Agenda by Number and Title, full reading is hereby waived. Moved by Councilman Hayes, seconded by Councilwoman Cisneros, to approve the Consent Calendar. Vote was unanimous. MAYOR' -c. RFPnRTI� ANn PpnCA AMATMN'� Railroads Annexations Mayor Beltran reported from his memorandum dated August 5, 1977, regarding recommended action on Southern Pacific sites, together with a letter from Mr. 0. G. Linde, President of Southern Pacific Company in San Francisco. Mayor Beltran outlined the following proposals for Council action regarding annexations and future development. (1) Continue with annexation proceedings of 53 acres of Southern Pacific land, located in the Colton -Loma Linda County area, between Hunts Lane and the river bed, to be annexed to the City of Colton. (2) After annexation, include the total 53 acres in the Colton Redevelopment Agency Project IV. (3) Permit the old Pacific Fruit Express property in Colton to be included in the Colton Redevelopment Agency Project V. Mayor Beltran concluded that in order to get things going, he would recommend that Item No. 1 be acted upon this evening. Moved by Councilman Hayes, seconded by Councilman Gonzales, authorizing and approving annexation proceedings of 53 acres of Southern Pacific Company land, located in the County area of Colton -Loma Linda, between Hunts Lane and the river bed, for annexation to the City of Colton. Vote was unanimous. PUBLIC HEARINGS: Personnel Positions Mayor Beltran declared the Public Hearing open. Personnel Officer Calabrese submitted the Affidavit of Posting and reported that no protests or objections had been received. Mr. Calabrese advised the Public Hearing concerns the reclassification of the Secretary II position, in the Office of Community Development, to Administrative Technician, which will more amply cover the duties being performed. Mayor Beltran asked if anyone desired to speak on this matter. Moved by Councilman Rehrer, seconded by Councilman Gonzales, to terminate the Public Hearing. Vote was unanimous. Moved by Councilman Gonzales, seconded by Councilwoman Cisneros, to approve Resolution No. 3710. Vote was unanimous. RESOLUTION NO. 3710 - RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON AMENDING THE PAY AND CLASSIFICATION PLAN. Porcnnnol Reclassification Mayor Beltran declared the Public Hearing open. Personnel Officer Calabrese submitted the Affidavit of Posting and reported that a written protest has been received from the Colton Police Officers Association, on behalf of the Police Chief, and an informal protest received from the Police Chief. Mr. Calabrese reported that this Public Hearing is to consider amending the Civil Service System, Ordinance No. 1122, for withdrawal of certain classes from the system, amending Section 6 of Ordinance No. 1122, and repealing Ordinance No. 1462. Mr. Calabrese continued this will involve a change from Classified status to Unclassified status for the following positions: AUG 16 1977
