No. 855 <br />Mr. Gonzales <br />referred to Staff's report, maps, and related correspondence regarding a Conditional Use Permit a4p8pli- <br />cation, requested by Everett Investment Company, to develop 225 single family residential dwelling uni <br />ts onacres, located north of Washington Street, between Interstate 15 and Hunts Lane <br />Mr. Gonzales stated the Planning annin Commission, at the Public Hearing held December 135 1977, recommended approval of <br />the Conditional Use Permit application, subject to 16 conditions, as outlined in Planning Commission Resolution No. <br />855. <br />Mr. Gonzales advised that the applicants are in attendance this evening, and have a request of the City Council <br />with regard to Condition No. 8, of the Resolution. <br />Mr. Taylor Grant, 18092 Sky Park South, Irvine, California, representing the Everett Investment Company, stated <br />they would like the City Council to consider adding an additional sentence to Condition No. 8, of the Resolution, <br />after the line reading -"Developer shall maintain said improvements until such time as a Homeowners Association <br />assumes responsibility for maintenance." - which would read, in effect, that after a Homeowners Association assumes <br />responsibility, City of Colton crews shall maintain said improvements. Mr. Grant stated this would represent, in <br />particular, the green belt area along Hunts Lane. <br />Mr. Gonzales added he understands the City's crews maintain the median islands throughout the City, however, they <br />do not maintain these types of improvements, as being requested by the applicant. <br />Discussion followed among Council Members regarding City crews maintaining said improvements, as requested, on <br />private property, and the legal ramifications that might be involved; however, Mr. Grant advised the green belt <br />portion involved, along Hunts Lane, would not be private property. <br />Councilman Gonzales stated that after reviewing Staff's report and the map showing the proposed improvements, he <br />was very concerned about the density of this development, the size of the lots and the front footage of the pro- <br />posed units. <br />After additional discussion among Council Members, Staff and the applicants, moved by Councilman Gonzales, second- <br />ed by Councilman Hayes, to refer Planning Commission Resolution No. 855 back to the Planning Commission for addi- <br />tional study and review. Vote was unanimous. <br />Conditional Use Permit <br />P. C. Res. No. 856 <br />Mr. Gonzales reported that American Sportsworld has requested a Conditional Use Permit to develop giant water <br />slides on the existing Baja Go -Cart facility in Fiesta Village, located on Washington Street. <br />Mr. Gonzales stated the Planning Commission held a Public Hearinq on this matter, December 13, 1977, and recom- <br />mended approval of the Conditional Use Permit application, subject to 7 conditions as outlined in Planning Com- <br />mission Resolution No. 856. <br />Moved by Councilman Hayes, seconded by Councilwoman Cisneros, to approve Planning Commission Resolution No. 856. <br />Unanimous vote. <br />R; 1 1 hnnrrlc <br />Mr. Gonzales stated the City Council had referred to the Planning Commission a billboard sign request from Federal <br />Sign Company, for review and recommendation. <br />Mr. Gonzales advised that the Planning Commission discussed this matter at a meeting held December 13, 1977, and <br />recommended approval of the billboard sign application, which will involve changing the display on two existing <br />signs at Lake Cadena Mobile Home Park. <br />Moved by Councilman Gonzales, seconded by Councilman Hayes, to approve the billboard sign applications, requested <br />by the Federal Sign Company. Unanimous vote. <br />
