451 <br />PUBLIC HEARINGS: <br />Zoning <br />Planning Commission Resolution No. 842, Index No. A-5-77. <br />Mayor Beltran declared the public hearing open. <br />City Clerk Ramos submitted the Affidavits of Publication and Mailing. Mrs. Ramos reported that no protests had <br />been received. <br />Mr. Gary Mitchell, Planning Associate, reported tonights' public hearing is the prezoning consideration of property <br />located west of Grand Avenue, north of Citrus Street, and approximately 400 feet south of Mill Street. Mr. Mitchell <br />stated the subject property consists of approximately 35 acres of undeveloped property and the request is to change <br />existing County Zoning, to R1 (Single Family Residential). <br />Mr. Mitchell stated application for annexation has been made by the property owner and developer directly to the LAFC <br />and that the total project area being considered by the proponents concerns annrox.imatPly a3 acres, the westerly o acres <br />currently being in the City of San Bernardino. Mr. Mitchell added the City of San Bernardino is suggesting the creation <br />of a joint powers agreement between Colton and San Bernardino so that the area currently in San Bernardino can remain <br />in that City while urban services are provided by Colton under contract, however, the City of Colton did request in <br />April that the 43 acres be included in Colton's Sphere of Influence. <br />Mr. Mitchell concluded by saying that the Planning Commission and Staff recommend approval subject to two conditions as <br />outlined in Planning Commission Resolution No. 842. <br />Discussion followed relative to the conditions and the Zone of Influence. <br />Mrs. Helen Diaz of West Citrus, stated that she and her neighbors were against having a solid wall along Citrus. <br />Mrs. Diaz was advised by Staff that full consideration would be given to each detail of development at the time a <br />Tentative Tract is filed with the City, however, at this time, only the zoning of the property is under consideration. <br />Moved by Councilman Rehrer, seconded by Councilman Hayes, to close the public hearing. Unanimous vote. <br />Moved by Councilman Rehrer, seconded by Councilman Hayes, to pass first reading of Ordinance No. 1519. Unanimous vote. <br />ORDINANCE NO. 1519 - AN ORDINANCE OF THE CITY OF COLTON AMENDING ORDINANCE NO. 9645 AS AMENDED, AND PROVIDING <br />FOR CERTAIN ZONE RECLASSIFICATIONS. <br />PLANNING COMMISSION REPORTS AND RECOMMENDATIONS: <br />Variances <br />Planning Commission Resolution No. 843, Index V-2-77. <br />Mr. Mitchell reported that this is a Variance request by Mrs. Janice McCaslin to encroach approximately 5 feet into <br />the front yard building setback. Mr. Mitchell stated that the Planning Commission had considered this and recommends <br />approval with one descenting vote. <br />Moved by Councilman Gonzales, seconded by Councilwoman Cisneros, to approve Planning Commission Resolution No. 843. <br />Vote was unanimous. <br />COMMUNITY SERVICES DIRECTOR'S REPORTS AND RFrnMMFNnATTnN0.- <br />Community Services Director Earl Young read his memorandum dated July 13, 1977, regarding consideration and adoption <br />of a revised Subdivision Ordinance to comply with changes brought about in the 1974 State Subdivision Map Act, to <br />the City of Colton's needs as related to land division. <br />Mr. Young advised the new ordinance is basically the same as the City's present Ordinance No. 1327 and the existing <br />procedures developed by the Engineering and Planning Staff. <br />Moved by Councilman Hayes, seconded by Councilwoman Cisneros, to approve first reading of Ordinance No. 1520. Vote <br />was unanimous. <br />ORDINANCE NO. 1520 - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF COLTON, AMENDING <br />First Reading THE COLTON MUNICIPAL CODE, TITLE 16, TO RESCIND CHAPTERS 16.04 <br />THROUGH 16.28 INCLUSIVE ALL ALL ORDINANCES OR PORTIONS OF ORDI- <br />NANCES PERTAINING THERETO AND ADOPTING REGULATIONS FROM THE <br />GOVERNMENT CODE UNDER DIVISION 2, TITLE 7 SUBDIVISION. <br />CITY MANAGER'S REPORTS AND RFrnMMFNnATTnN0,- <br />Bids <br />Proposed HUD Projects <br />Community Development Coordinator Arturo de la Cerda reported from his memorandum dated July 15, 1977, regarding <br />award of bid for the construction of the Multi -Service Center and the Community Center, recommending the low bidder, <br />Senk & Anderson Construction Company, in the amount of $664,380, and the amount of $96,591, for the medical clinic. <br />Mr. de la Cerda stated this amount exceeds available funding by $39,405.49, and Staff has determined there are a <br />few incidental expenses and a need for some contingency funds, which are estimated to be approximately $10,600. <br />Mr. de la Cerda advised that during the adjourned meeting of the Community Citizens Advisory Commission on July 14, <br />1977, the Commission made the following recommendation to the City Council: <br />"That the City provide $50,000 to cover construction cost and award the <br />contract to Send & Anderson Construction Company for $664,380, contingent <br />upon HUD approval of the contractor. Also, that additive alternate #9, <br />for the medical clinic, be included in the contract, for the amount of <br />$96,591, subject to an approved agreement between the San Bernardino <br />County Board of Supervisors and the City. The total contract amount <br />would be $760,971." <br />Discussion followed on providing the $50,000, and Council consensus was to take this amount out of the General Fund, <br />which would later be supplemented with Revenue Sharing funds following the public hearings. <br />JUL 1 9.1977 <br />
