<br />COUNCIL MEETING
<br />March 15, 1977
<br />A regular meeting of the City Council of the City of Colton was held on the above given date at 7:30 p. m., in
<br />the Council Chambers of City Hall, Mayor Beltran presiding.
<br />Mayor Beltran led the group in the Pledge of Allegiance to the Flag.
<br />Invocation was offered by the Reverend Robert K. Johnson of the Colton Community Church.
<br />ROLL CALL:
<br />Council members present were Hayes, Cisneros, Rehrer, Gonzales, and Mayor Beltran. Also present were Acting
<br />City Manager Johnsen, City Attorney Edwards, and City Clerk Ramos.

<br />Moved by Councilman Hayes, seconded by Councilwoman Cisneros, to approve the Consent Calendar. Vote was
<br />unanimous.
<br />MAYOR'S REPORTS AND PROCLAMATIONS:
<br />Moved by Councilman Rehrer, seconded by Councilman Hayes, approving Resolution of Condolence on behalf of
<br />Gustavo T. Llamas, as read by Mayor Beltran. Vote was unanimous.
<br />Moved by Councilman Rehrer, seconded by Councilman Gonzales, approving Resolution of Appreciation on behalf of
<br />Mrs. Ruby Andengaard, as read by Mayor Beltran. Vote was unanimous.
<br />Community Development Program
<br />Bids
<br />Community Development Coordinator Arturo de la Cerda reported on the bids received and opened for the demoli-
<br />tion and site clearing work at Municipal Park.
<br />Mr. de la Cerda advised that three bids were received, with the low bid being submitted by Three-D Service
<br />Company, of Baldwin Park, California, in the amount of $17,460, which amount includes an allowance of $500 for
<br />the estimated electrical wiring charges for that portion of the work to be completed on the proposed project.
<br />Mr. de la Cerda further advised the City's Electric Department has estimated the cost for the re-routing of
<br />the electrical wiring system at the park will be $1,740.
<br />Discussion followed with regard to the work to be accomplished at Municipal Park and the costs involved.
<br />Mr. William Holt, Director of Finance, explained that the costs involved for the electrical work to be done at
<br />Municipal Park can be accomplished by transferring the necessary funds from the Housing and Community Develop-
<br />ment Act Budget to the Electrical Department account for the additional charge, which would then be reimbursed
<br />to the City by the contractor.
<br />Moved by Councilman Gonzales, seconded by Councilwoman Cisneros, awarding bid for demolition and site clearing
<br />work at Municipal Park to Three-D Service Company, in the amount of $17,460. Vote was unanimous.
<br />Mr. de la Cerda advised that a progress report will be made by the architect at the next regular Council
<br />Meeting.
<br />League of California Cities
<br />Special Building Assessment
<br />Mayor Beltran read a letter from Helen Putnam, President of the League of California Cities, regarding a
<br />special building assessment for the construction of a permanent headquarters office building in Sacramento,
<br />and referred to a "Notice/Invoice" indicating an amount of $3,920, the portion for the City of Colton's
<br />Building Assessment, which can be paid in one lump sum, including a 10% discount, in the amount of $3,528, to
<br />be paid by August 1, 1977, or three yearly installment payments, without interest, to begin August 1, 1977, in
<br />the amount of $1,306.67 each.
<br />Moved by Councilman Hayes, seconded by Councilman Rehrer, to pay the City of Colton's portion of Building
<br />Assessment to the League of California Cities for construction of permanent headquarters office building in
<br />one lump sum payment of $3,528, by August 1, 1977, to be taken care of during this year's Budget Sessions.
<br />Unanimous vote.
<br />RECREATION AND PARKS COMMISSION REPORTS AND RECOMMENDATIONS:
<br />Athletic Awards
<br />Mr. Max Lofy, Recreation Director, made a presentation honoring three high school students for outstanding
<br />achievements in their particular field of sports.
<br />Mr. Lofy presented trophies to the two outstanding male athletes, Jim Sutton and Rene Vallejo, the outstanding
<br />female athlete, Jade Carvalho, and the outstanding team award for the Colton High School Girls' Field Hockey
<br />Team, C.I.F. Champions, which was accepted by girls' team coach, Miss Aileen Shore. Mr. Lofy also read a list
<br />of outstanding achievements and awards that had been accomplished by each recipient.
<br />The honored athletes were well received and congratulated by Mr. Lofy and the Council Members.
