<br />SPECIAL COUNCIL MEETING
<br />August 29, 1977
<br />A Special Meeting of the City Council of the City of Colton was held on the above given date in the Council Chambers
<br />of City Hall, located at 650 North La Cadena Drive, Colton, California, at 5:00 p. m., Mayor Beltran presiding.
<br />Notice of Special Meeting was given on August 26, 1977, in compliance with Government Code Section 54956.
<br />ROLL CALL:
<br />Council members present were Hayes, Cisneros, Rehrer, Gonzales, and Mayor Beltran. Also present were City Manager
<br />Calabrese, City Attorney Edwards, and City Clerk Ramos.

<br />Mayor Beltran stated the purpose for the Special Meeting this afternoon is to consider (1) Motion of Intent to
<br />enter into cooperative agreement with the County of San Bernardino, and (2) Waiver of the Hold Harmless entitlement
<br />status of the City of Colton with regard to the Housing and Community Development Block Grant, and (3) Waiver of
<br />permit fees for the contractor on the Community Center at Municipal Park and the Multi -Service Center at Veterans
<br />Park.
<br />City Manager Calabrese stated the motion of intent is Colton's indication that they are willing to enter into a
<br />cooperative agreement with the County for funding under the Housing and Community Development Act Program.
<br />Mr. Calabrese continued the approximate amount that the County would be drawing, with the inclusion of Colton, is
<br />$531,000, which has been verified with the HUD office. Mr. Calabrese said that, of this amount, nine percent will
<br />go towards administrative costs, and thirty percent will go towards housing, county -wide.
<br />Mr. Calabrese advised that currently the City of Colton is budgeted to receive $182,000.
<br />Mr. Walter Wells, Deputy Director of the Office of Community Development for the County of San Bernardino, stated
<br />the amount of $531,000 is not necessarily a firm figure, but rather a range to go by for the 1978-79 fiscal year.
<br />Mr. Wells continued that HUD has made it very clear that when the County submits an application for funds, along
<br />with a joint -powering City, the County is the recipient of those funds, and it is the County's responsibility to
<br />see that those funds are distributed and spent according to HUD regulations.
<br />Mayor Beltran stated this method would certainly increase the City's Rehabilitation funds.
<br />Mr. Wells replied it does appear that way, as long as the Ci.ty continues with eligible activities and programs.
<br />Mr. Wells stated the thirty percent allocation for County -wide housing should take care of Colton's needs, as well
<br />as the other member Cities that would be involved in housing programs.
<br />Councilman Gonzales stated in the final analysis, the Board of Supervisors receives the total funds and it is up to
<br />them to allocate these funds accordingly to the member Cities.
<br />Mr. Wells answered that is correct, the Board of Supervisors will apply the same formula to all eleven member
<br />Cities for distribution of these funds, and whatever comes out of the application of that formula is the figure
<br />that will apply. Mr. Wells stated he wanted to make it clear that the County would not "crank out" exactly what
<br />HUD would "crank in".
<br />Councilwoman Cisneros asked, in that case, is it possible that the City of Colton may receive less than what we are
<br />now getting, or less than our share.
<br />Mr. Wells answered it certainly does not appear that way, in analyzing the trend and the City's "programming out"
<br />of its Hold Harmless entitlement status.
<br />Moved by Councilman Gonzales, seconded by Councilwoman Cisneros, approving a Motion of Intent from the City of
<br />Colton to enter into a cooperative agreement with the County of San Bernardino for funding under the Housing and
<br />Community Development Act Program. Vote was unanimous.
<br />Mr. Calabrese advised that in conjunction with the action just taken by the City Council, the City must notify HUD,
<br />by September 1, 1977, its desire to waive the Hold Harmless entitlement status with regard to the Housing and
<br />Community Development Block Grant.
<br />Moved by Councilman Hayes, seconded by Councilwoman Cisneros, approving and authorizing notification to HUD of the
<br />City of Colton's desire to waive the Hold Harmless entitlement status with regard to the Housing and Community
<br />Development Block Grant. Vote was unanimous.

<br />Community Center at Municipal Park, and the Multi -Service Center at Veterans Park. Vote was unanimous.
