<br />Mr. Cecil replied from studies they have made, there is every indication that rate charges will continue to increase,
<br />and that Southern California Edison's rates for electricity will increase, due to establishment of new plants, in-
<br />creasing cost for fuel, inflation, etc.
<br />Councilman Rehrer asked Mr. Cecil if he could estimate the percentage of increase over the next three years.
<br />Mr. Cecil stated he did not have the exact figures, however, between 1980 and 1990, it is anticipated the percentage
<br />of increase will be approximately 25 percent, or more.
<br />Mr. Preece then asked what has been the percentage of increase since 1972.
<br />Mr. Matt stated the increase since 1972 has been 125 percent.
<br />Mr. Spiegel reiterated if the City of Colton finds it feasible to invest in some type of power generating plant, this
<br />would be one avenue to take, as waiting for a decision from the FPC on these rate increase cases can take a long, long
<br />time. Mr. Spiegel advised that the FPC has a tendency to drag out these matters and, also, the FPC seems to have a more
<br />sympathetic attitude towards the wholesaler rather than the consumer.
<br />Mayor Beltran asked if anyone present had additional comments or questions for our lawyers.
<br />Mayor Beltran then thanked Mr. Spiegel, his associates, and other guest speakers present, for their excellent and in-
<br />formative presentations, and for their attendance at the meeting this evening.

<br />A regular meeting of the City Council of the City of Colton was held on the above given date at 7:30 p. m., in the
<br />Council Chambers of City Hall, Mayor Beltran presiding.
<br />Mayor Beltran led the group in the Pledge of Allegiance to the Flag.
<br />Invocation was offered by the Reverend Wayne Bent of the Seventh-Day Adventist Church.

<br />Mr. Arturo de la Cerda, Community Development Coordinator, advised that a meeting was held on January 26, 19775
<br />with all Department Heads, to review the design phase of the two planned projects at Veterans Park and Municipal
<br />Park, and it was concluded that Staff from the Fire, Police, Planning and Building Departments will meet with the
<br />architect to provide him direction in designing the buildings to conform with local codes, the meeting being
<br />scheduled for Thursday, February 3, 1977.
