ORAL COMMUNICATIONS:
<br />Mr. Ralph Robles, 897 Johnston Street, Colton, spoke on behalf of the Ken Hubbs Little League Baseball, re-
<br />questing that the City allocate funds to bring the light standards and light candles up to code at Central
<br />Ball Park, to permit night ball games this year. Mr. Robles advised this could be accomplished at a cost of
<br />approximately $5,000.
<br />Mr. John Lotspeich, 22632 Thrush Street, Colton, also spoke to the City Council on the same matter, on behalf
<br />of the Grand Terrace Little League.
<br />Mr. Lloyd Ayers, Safety Officer from Bloomington, advised the City Council that the light candles at Central
<br />Ball Park are not transmitting the standard amount of light and that they should be brought up to code. Mr.
<br />Ayers offerred to meet with the City's Recreation Director, Mr. Max Lofy, and Electric Superintendent, Harold
<br />Preece, to discuss this matter in greater detail, stating that he had the necessary information for their
<br />review.
<br />Councilman Rehrer suggested that this matter be referred to Staff for study and report, and then brought back
<br />to the Council for action.
<br />Council Members were in agreement with Councilman Rehrer's suggestion.
<br />EXECUTIVE SESSION:
<br />The City Council adjourned to Executive Session at 8:27 p. m., to discuss Personnel Matters, and reconvened at
<br />8:45 p. m., all Members present.

<br />THE DISABILITY FOR RETIREMENT PURPOSES OF A LOCAL SAFETY MEMBER
<br />(SECTION 21023.6, CALIFORNIA GOVERNMENT CODE).
<br />City Manager Huffaker introduced his wife, Joan, to all present, and expressed his appreciation and gratitude to
<br />each Council Member and City Staff, stating he has enjoyed the friendships and experience as City Manager for the
<br />past 32 years.

<br />meeting at 8:47 p. m.

<br />A Special Meeting of the City Council of the City of Colton was held on the above given date in the Council Chambers
<br />in the Civic Center, located at Q50 North La Cadena Drive, Colton, California, at 5:30 p. m., Mayor Beltran presiding.
<br />Notice of Special Meeting was given on March 11, 1977, in compliance with Government Code Section 54956.

<br />Council members present were Hayes, Cisneros, Rehrer, and Mayor Beltran. Also present were City Attorney Edwards,
<br />City Clerk Ramos, and Assistant to the City Manager Randy Johnsen. Absent was Councilman Gonzales.
<br />Mayor Beltran stated that Councilman Gonzales had advised he would be absent from the meeting due to a serious illness
<br />in the family.

<br />Mayor Beltran said the purpose of the Special Meeting this afternoon is to select an interim City Manager to carry
<br />out the duties and City functions during the period of hiring a permanent City Manager.
<br />Mayor Beltran then referred to memoranda that had been submitted by himself, Councilwoman Cisneros and Councilman
<br />Hayes, recommending the appointment of Randy Johnsen as interim City Manager.
<br />Mayor Beltran asked if the Council Members had additional comments on this matter.
<br />r Moved by Councilman Hayes, seconded by Councilwoman Cisneros, to approve appointment of Randy Johnsen as interim City
<br />Manager, effective March 14, 1977, at the Salary Range 43X, Step A. Vote was unanimous.
<br />City Attorney Edwards advised the City Manager's position requires a bond, in the amount of $5,000., and recommended
<br />that this coverage be included on behalf of Mr. Johnsen during the interim period.
<br />Council Members concurred that this requirement be made a part of the motion, and second.
<br />Budget
<br />Mayor Beltran stated that Item No. 2, "Discussion of Budget Items", will be taken care of at a later date.
