106 <br />Mr. Longville stated a previous EDA Grant application was turned down <br />for this area. After looking into the matter, Congressman Brown's <br />office has been informed that due to the layoff of Kaiser employees <br />and the need for economic adjustments for various public facilities <br />and services and business development in the area, it is strongly <br />felt that chances for receiving this type of grant assistance are <br />very good through the use of a consulting firm familiar with -this <br />type of grant application. <br />Councilman Rehrer asked who or how would a consulting firm be employed. <br />Mr. Longville explained the City of Fontana has been chosen as the <br />lead agency primarily because they are more fully impacted by the <br />Kaiser layoffs, once Fontana in joint effort with the other four <br />cities has submitted the application, -the grant received would pay <br />the bulk of.the cost contracting with the consulting firm. The <br />remainder or approximately $25,000 would be born by the five cities <br />either by cash or in-kind services. The firm would be chosen from <br />a recommended list of Firm Names known to work in this area of <br />grants, from there the five cities would work with the chosen firm <br />on a fixed dollar amount contract. <br />Discussion followed as to who or whether an official representative <br />of -the City of Colton was present at the initial meeting where this <br />Grant Application was discussed. <br />Mayor Gonzales stated he had asked Dr. Raufakhon, Professor at Cal - <br />State San Bernardino to attend -the meeting on his behalf to listen <br />to the explanation of the proceedings and the nature of the grant. <br />Mayor Gonzales explained that Professor Raufakhon was acting as a <br />friend and not as an official representative of the city. <br />Council members expressed their desire to be kept abreast of any <br />activity in which they will be called upon -to make a decision. <br />On Council consensus Resolution No. 3840 was -tabled for action at <br />the end of tonight's budget session. <br />COMMUNITY RELATIONS <br />La Placita de Agua Mansa <br />Restoration Association, Inc. <br />Mayor Gonzales read a letter from the La Placita de Agua Mansa <br />Restoration Association dated July 14, 1978, requesting closure <br />of a portion of "O" Street between South La Cadena and 7th Street, ; <br />September 12 through 17, 1978, for the purpose of having carnival <br />rides for the youth during the Mexican Independence Days Celebration. <br />Moved by Councilman Hayes, seconded by Councilman Rehrer, to approve <br />the request of La Placita de Agua Mansa Restoration Association, Inc. <br />for street closure with the conditions that budgetary funds are <br />available for Police Protection and that no amusement rides or <br />attractions be set up in the street. Unanimous vote. <br />CORRESPONDENCE <br />City Manager Calabrese read a letter from Emma Chester, 1317 Rialto, <br />Avenue, in which she recommended getting rid of Hermosa Cemetery <br />and allowing the citizens to deal directly with Southern California <br />Edison Co. as is done with the gas company. <br />BUDGET PLANNING <br />Hermosa Cemetery <br />Community Services Director Young reported the Cemetery Commission <br />held two special workshop meetings this month of June in an attempt <br />to come up with a plan to put the cemetery on a paying basis. <br />Mr. Young said the commission considered leasing of the cemetery and <br />found the question of leasing may be a mute one which needs further <br />investigation. Questions raised were whether a municipal cemetery <br />could be leased to a private concern, what laws the lessee would <br />operate under; whether it be those laws that pertain -to a municipally <br />
