V) 8 <br />Discussion and questions by the Council resulted in the following <br />responses by the City Manager: The employees of the City at the plant <br />will be absorbed by the private contractor along with all of their <br />sick leave currently on the books, the contract is a fixed price for <br />the five year period, the maintenance charges per month are at the <br />discretion of the Council, and the city vehicles will be absorbed <br />by the City or sold. <br />Moved by Mayor Gonzales, seconded by Councilman Hayes, to tentatively <br />approve the leasing out of the Water Quality Control Plant and to <br />instruct the City Attorney to draw up a contract for said leasing. <br />Unanimous vote. <br />RECESS - Council recessed at 7:20 p.m. and reconvened at 7:50 p.m. <br />All members present. <br />Recreation <br />Recreation Director Lofy presented his budget and requested that the <br />car allowance deleted be allowed. <br />Moved by Councilwoman Cisneros, seconded by Councilman Hayes to tenta- <br />tively approve the Recreation Budget with the addition for car allowance. <br />Unanimous vote. <br />Fire <br />Fire Chief Teague presented his budget. Chief Teague explained the <br />decrease in the salaries account as being due to a reclassification <br />of one Fire Engineer to a Civilian Position of Mechanic as that is <br />in actuality wha-t the position entails. Chief Teague reported the <br />Social Security Account would go up $890, but the salaries and retire- <br />ment accounts would go down for a net savings of $6,300 annually. <br />Council tentatively approved the Fire Department Budget with a decrease <br />of $200.00 in Account 27. <br />RESOLUTION NO. 3840 <br />Moved by Mayor Gonzales, seconded by Councilman Hayes to approve <br />Resolution No. 3840. Unanimous vote. <br />RESOLUTION NO. 3840 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />COLTON AUTHORIZING THE FILING OF AN APPLICATION <br />WITH THE ECONOMIC DEVELOPMENT ADMINISTRATION, <br />U.S. DEPARTMENT OF COMMERCE, UNITED STATES OF <br />AME RICA . <br />Moved by Mayor Gonzales, seconded by Councilwoman Cisneros to approve <br />the Memorandum of Understanding to participate with the four cities in <br />a Joint Powers Agreement to carry out the duties and responsibilities <br />in the event the Planning Grant is allowed. Unanimous vote. <br />COMMUNITY RELATIONS <br />Council tentatively approved an expenditure of $440 for Police protec- <br />tion at the La Placita de Agua Mansa Restoration Association, Inc. <br />carnival. <br />EXECUTIVE SESSION <br />Council adjourned to Executive Session at 8:20 p.m. on request of <br />Councilman Hayes for personnel matters. <br />Council reconvened at 8:28 p.m. all members present. <br />PERSONNEL <br />Moved by Councilman Rehrer, seconded by Councilwoman Cisneros, to <br />continue to utilize the City Council Secretary as the Secretary for <br />the City Attorney whenever necessary. Unanimous vote. <br />ADJOURNMENT <br />Moved by Councilwoman Cisneros, seconded by Councilman Rehrer and <br />unanimously passed, Mayor Gonzales adjourned the meeting at 8:30 p.m. <br />to meet for an Adjourned Regular Meeting on Tuesday, July 25, 1978, <br />JUL 2 Ls. 1978 <br />
