86 Hermosa Cemetery <br />Council discussed the leasing of the cemetery with Mayor Gonzales indicating <br />support for leasing thus, relieving the City of the deficit, and Councilman <br />Rehrer indicating opposition to leasing, stating he felt this enterprise ac- <br />count could become self sufficient. <br />Water Quality Control Plant <br />Council discussed the leasing proposal for the Water Quality Control Plant. <br />City Manager Calabrese reported that the plant was not in a deficit, however, <br />the City, by opting to lease, could -retain the same type of service to the <br />citizens at a cost savings of $100,000 annually. <br />Mayor Gonzales favored leasing of the plant; Councilman Rehrer opposed leasing. <br />Proposed Alternatives A & B <br />Council discussed Alternatives A & B submitted by Staff at the Adjourned Meet- <br />ing of June 13, 1978. <br />Councilwoman Cisneros stated that in her opinion Alternative A was too drastic <br />and she could not fully support Alternative B. <br />City Manager Calabrese stressed that in either case the monetary sum of $400,000 <br />was involved, the $400,000 being the amount which the City will lose in tax <br />revenue as a result of Proposition 13. Mr. Calabrese stressed to the Council <br />Members that Alternative A can be expanded to a possible ten alternatives, all <br />of which will necessitate the need for cuts in services and lay-offs of per- <br />sonnel; it is all dependent on the Council's desires and direction. <br />Councilman Rehrer stated he would like the Council to review the budget depart- <br />ment by department and wanted to know why the Council members did not receive <br />copies of departments requests and justification. <br />City Manager Calabrese responded that the requests and justifications are those <br />previous to the passage.of Proposition 13, the budget now before the Council is <br />a minimal operational budget with no capital items. Mr. Calabrese explained an <br />exception to the "no capital items" in the Electric Department for the purpose <br />of replacing the cab and chassis to Truck #260. <br />Mayor Gonzales stated he was for adopting the budget as presented with Alterna- <br />tive B. with the addition of $150.00 vehicle allowance for certain departments <br />having justification. <br />Councilman Rehrer stated he would be opposed to Mayor Gonzales' proposal. <br />Mayor Gonzales asked to hear from each of the departments. <br />The following Department Heads commented on their budgets and discussions with <br />the City Manager on the same: <br />Community Services Director Young, Chief of Police Elliott, Planning Director <br />Gonzales, Recreation Director Lofy, Fire Chief Teague, City Librarian Hornburg, <br />Acting Electric Utility Director Drews, and Building & Safety Director Twiss. <br />Chamber of Commerce Manager Frank Rebollo addressed the Council for reconsidera- <br />tion of their budget request. <br />RECESS <br />The City Council recessed for five minutes at 6:30 p. m. <br />Cemetery <br />Mr. Newton House addressed the Council regarding the leasing proposal made by <br />Mr. John D. Flanagan of Harbor Lawn Memorial Park, stating that as indicated <br />in the letter before them, the long range plan of the corporation would be to <br />build and operate a Mortuary on the cemetery grounds. <br />Council did.not have any questions for Mr. House. <br />JUN 19 1978 <br />
