170 Mrs. Bea Hernandez, Director of the Multi -Service Center, spoke from the audience <br />advising that although the home for shut-ins carried the name of San Salvador, it <br />actually has no connection with the church and is not run by the church, the home <br />is privately operated. Mrs. Hernandez suggested that the Council allocate these <br />federal funds as they were intended, instead of trying to give everyone a piece of <br />the pie. <br />Mr. Frank Rebollo, Manager of the Chamber of Commerce, spoke to the Council Members <br />with regard to the Agua Mansa Restoration project, advising that the $10,000 amount <br />that had been suggested would not actually help this project get going, as the com- <br />mittee had investigated the purchase of three parcels of land in South Colton, to <br />get the project started, at a price of $150,000, approximately $50,000 a piece. Mr. <br />Rebollo said he was concerned about the funding, and felt that an amount of $10,000. <br />would have to be placed in the bank and wait to be utilized until such time as ad- <br />ditional funds could be added to that amount for any practical use. <br />Mayor Gonzales stated he felt that $10,000 would be a start for the Restoration <br />Program, and suggested that possibly these funds could be used for consulting <br />services for the project. <br />After additional discussion, Councilman Rehrer moved to adopt the three priorities <br />as listed in Staff's report, with a possible amendment to the application at the <br />time of next year's funding. <br />Motion seconded by Councilman Hayes and carried, with Councilwoman Cisneros voting <br />NO. <br />Annexations <br />South 35 <br />City Attorney Edwards gave a report on Colton Annexation South 35, which had been <br />left in abeyance from a previous Council Meeting. <br />Mr. Edwards advised that after researching this matter, it has been determined that <br />the protests received do not constitute more than 50 percent of the total valuation <br />of the property recommended for annexation, therefore, it would be in order for the <br />City Council to approve Annexation South 35 and adopt Resolution No. 3867. <br />Moved by Councilman Hayes, seconded by Councilman Rehrer, to approve Resolution No. <br />3867. Unanimous vote. <br />RESOLUTION NO. 3867 - A RESOLUTION APPROVING THE ANNEXATION OF CERTAIN UNINHABITED <br />TERRITORY DESIGNATED "COLTON ANNEXATION SOUTH 35" TO THE CITY <br />.OF COLTON AND WITHDRAWING SAID ANNEXED AREA FROM COUNTY SERVICE <br />AREA NO. 38 AND IMPROVEMENT ZONE G OF COUNTY SERVICE AREA NO. <br />389 AND COUNTY SERVICE AREA NO. 70 AND IMPROVEMENT ZONE A OF <br />COUNTY SERVICE AREA NO. 70. <br />Mr. Terry L. Donnelly, 11881 Bostick Avenue, Colton, stated he felt that if the <br />City Council could develop a better communication with the people from La Loma <br />Hills, it would definitely help the relationship. <br />Community Centers <br />Mayor Gonzales read in full a letter dated November 10, 1978, from Mr. Jess Perez, <br />Architect for the two Community Centers, regarding the status of the two Centers, <br />the minor items remaining for completion, and use of the Centers. <br />Mrs. Bea Hernandez, Director of the Peter S. Luque Multi -Service Center, addressed <br />the Council Members on the present condition of that Center, stating it is really <br />a shame that the City has spent all of this time and money, and neither Center is <br />ready for occupancy or service to the public. Mrs. Hernandez suggested the City <br />Council take action on these matters, and do something about getting these build- <br />ings ready for occupancy. <br />Councilman Rehrer stated if there are still discrepancies remaining at both of <br />the Centers, they should not be open or in operation until everything is completed <br />and ready for use. <br />Parsnnnel <br />Mr. Crespin Luna, former Police Officer for the City of Colton, spoke to the City <br />Council requesting reconsideration of his appeal for an "E" Step classification <br />and raise as presented at a previous Council Meeting. <br />
