140 Council meeting which was the grant deed for property on the Cooley Ranch for a <br />proposed fire station. Mr. Calabrese advised the Council a letter from Tom <br />Villelli informs the City that Colton Limited will assume the assessment obligation <br />against the proposed site. <br />Councilwoman Cisneros requested delaying consideration until arrival of Councilman <br />Rehrer since he had requested the hold -over. <br />Mayor Gonzales said this item would be postponed for consideration at the end of <br />tonights' meeting. <br />COMMUNITY CENTERS <br />Programs/Priorities <br />Mayor Gonzales reported the purpose of this joint meeting of the City Council with <br />the Parks and Recreation Commission was for the purpose of listening and receiving <br />to input and suggestions on programs and/or projects to be carried on and/or housed <br />in the Community Centers. <br />City Manager Calabrese briefly read through various policies and methods followed <br />by surrounding cities in selecting and servicing of programs through their individual <br />community centers. The City Manager commented this material is merely to offer <br />food for thought and not to suggest or propose that the City follow any of these <br />programs or policies; unless, that becomes the Council's desire after thorough <br />consideration. <br />Discussion was held regarding whether the meeting should continue, inasmuch, as <br />the Director of Recreation was unable to attend the meeting due to illness. <br />The meeting continued due to the number of people present and various agencies <br />and individuals addressing the City Council. <br />The Senior Citizens requested consideration to remain at the Women's Club and <br />that the City continue to pay the rental fee on their behalf. <br />The Parks and Recreation Commission stated in their opinion, the Commission should <br />hold a meeting indpendent of the Council first to receive input from the Recreation <br />Director. <br />The Legal Aide Society asked that their agency, which provides free legal aide <br />through volunteer private attorneys, to citizens unable to pay, be allowed to continue <br />this service through housing at the Hutton Center. The Legal Aide Society would <br />require the service of office space, a desk and chair. <br />Mrs. Rachel Humildad reported that <br />used the old Plunge Building prior <br />for use of the Hutton Center as her <br />registered. <br />Chief Elliott and Probation Officer <br />for the Community Services Teams. <br />and special activity programs they <br />try. <br />she managed a Ballet Folklorico Group and had <br />to its demolition and wished to be considered <br />group has grown by 45 and she now has 70 children <br />Dan Keller, requested housing at the Hutton Center <br />Mr. Keller outlined various counseling, tutoring, <br />have practiced and some that they would like to <br />Ms. Millie Herrera, emphasized the priority of the Council should be not who or <br />what programs will be conducted when and where, but to complete the centers first. <br />Miss Rosemary Colunga commented that it is a shame that even before occupancy, it <br />appears the centers are already short of space to house the many needed programs <br />and social services available to be offered. Miss Colunga stated that if the City <br />of Colton could not make space available to the Legal Aide Society, she would <br />gladly house it at the Community Center in Bloomington. <br />Miss Colunga suggested the Council seriously look towards constructing and/or <br />finding space in a building away from the new centers for a Youth Center. Miss <br />Colunga said the youth are being left out. <br />Mayor Gonzales thanked everyone participating tonight and urged that they attend <br />the meeting of the Parks and Recreation Commission. <br />Moved by Councilman Rehrer, seconded by Councilman Hayes, to require the completion <br />of the Community Centers within three weeks. Unanimous vote. <br />Councilman Rehrer asked who had occupancy of the two centers and what was the <br />liability to the City as the centers have not yet been turned over to us. <br />SEP 111978 <br />
