<br />Moved by Councilwoman Cisneros, seconded by Councilman Rehrer, to approve the
<br />Consent Calendar. Unanimous vote.
<br />Dance Permit
<br />Moved by Councilman Rehrer, seconded by Councilman Hayes, to deny request of
<br />Elaine Hartman, owner of the Country Starr, 1091 South La Cadena, for after
<br />hours dancing on Friday and Saturday nights, from 2:00 a. m. to 10:00 a. m.
<br />Vote was unanimous.
<br />Mrs. Ella McGuire, of Riverside, California, stated she would like to explain
<br />to the Council Members it is the owners' idea to offer a full service restaurant
<br />with complete meals, and a place for people to go after hours for dancing, live
<br />entertainment and food. Mrs. McGuire said there would be no alcohol served dur-
<br />ing this time, only sodas, coffee, etc.
<br />Councilman Rehrer stated he would withdraw his motion, however, he wanted to
<br />hear comments from the Police Chief. Councilman Hayes stated he would also
<br />withdraw his second to the motion.
<br />Police Chief Phil Elliott stated he had recommended denial of this request, as
<br />outlined in his memorandum dated April 10, 1978, due to the increased police
<br />problems that would be created of enforcing liquor law violations on the ex-
<br />terior areas of the establishment, which is the case with after -hour businesses.
<br />Councilman Rehrer said he felt'if the City Council were to approve this request,
<br />it would be setting a precedent and encourage similar requests, creating addi-
<br />tional problems in the City.
<br />Moved by Councilman Rehrer, seconded by Councilman Hayes, to deny request of
<br />Elaine Hartman, owner of the Country Starr, 1091 South La Cadena, for after
<br />hours dancing on Friday and Saturday nights, from 2:00 a. m. to 10:00 a. m.
<br />Unanimous vote.
<br />Claims
<br />Moved by Councilman Rehrer, seconded by Councilman Hayes, to deny Claims of
<br />Charles Cardoza versus the City of Colton, and Marjorie J. Frost versus the
<br />City of Colton, as recommended by the insurance administrator. Unanimous vote.
<br />Rent Stabilization
<br />Mayor Gonzales stated the City Council will divert from the regular Agenda
<br />items, and proceed to Item No. 19, and discuss the rent stabilization issue
<br />at this time.
<br />Mr. C. Brent Swanson, 1633 East Fourth Street, Suite 120, Santa Ana, California,
<br />Attorney for the Lake Cadena Mobile Home Park, asked the City Council to consider
<br />postponing the rent stabilization issue and proposed ordinance, because they have
<br />not had sufficient time to prepare their response, and tonight is the first time
<br />they have seen a copy of the proposed ordinance.
<br />City Attorney Edwards stated he felt the record should show that some time ago he
<br />and Mr. Swanson had talked on this matter, and Mr. Swanson had written a letter
<br />to the City Council, dated March 29, 1978, requesting postponement of this issue
<br />from the April 4, 1978, Council Meeting, in order that he and his client might
<br />prepare the necessary data, information and response.
