5 2 Mr. Edwards concluded that the City Council, therefore, has no choice but to <br />hold the Special Election in November, in accordance with State law as out- <br />lined. <br />Moved by Councilman Rehrer, seconded by Councilman Hayes, to approve Reso- <br />lution No. 3801. Unanimous vote. <br />RESOLUTION NO. 3801 <br />Ordinance No. 1527. <br />- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON, <br />CALIFORNIA, CALLING AND GIVING NOTICE OF THE HOLDING OF <br />A SPECIAL MUNICIPAL ELECTION TO BE HELD IN SAID CITY ON <br />TUESDAY, THE 7TH DAY OF NOVEMBER, 19785 FOR THE ELECTION <br />OF A MEMBER OF THE CITY COUNCIL OF SAID CITY AS REQUIRED <br />BY THE PROVISIONS OF THE LAWS OF THE STATE OF CALIFORNIA <br />RELATING TO GENERAL LAW CITIES AND CONSOLIDATING SAID <br />ELECTION WITH THE STATEWIDE GENERAL ELECTION TO BE HELD <br />ON SAID DATE. <br />City Attorney Edwards introduced Ordinance No. 1527 for Second Reading, read- <br />ing it as to number and title only: <br />ORDINANCE NO. 1527 - AN ORDINANCE OF THE CITY OF COLTON AMENDING ORDINANCE <br />Second Reading NO. 964, AS AMENDED, AND PROVIDING FOR CERTAIN ZONE <br />RECLASSIFICATIONS. <br />Moved by Councilman Rehrer, seconded by Councilwoman Cisneros, to waive <br />further reading of Ordinance No. 1527. Unanimous vote. <br />Moved by Councilman Rehrer, seconded by Councilwoman Cisneros, to adopt <br />Ordinance No. 1527. Vote was unanimous. <br />Ordinance No. 1537. <br />City Attorney Edwards introduced Ordinance No. 1537 for Second Reading, read- <br />ing it as to number and title only: <br />ORDINANCE NO. 1537 - ORDINANCE OF THE CITY OF COLTON, CALIFORNIA, PROVIDING <br />Second Reading FOR CONTRIBUTION FUNDS TO APPLY AS CREDITS UPON LEVIED <br />ASSESSMENTS IN CERTAIN SPECIAL ASSESSMENT DISTRICTS. <br />Moved by Councilman Hayes, seconded by Councilman Rehrer, to waive further <br />reading of Ordinance No. 1537. Vote was unanimous. <br />Moved by Councilman Hayes, seconded by Councilman Rehrer, to adopt Ordinance <br />No. 1537. Unanimous vote. <br />ORAL COMMUNICATIONS: <br />Mr. Thomas Lee, resident of the Lake Cadena Mobile Home Park, spoke to the <br />Council Members regarding requests from the concerned residents of the Park <br />for an ordinance on rent stabilization, not rent control, and guidelines to <br />protect the renters and their investments. <br />Mr. Lee said he understands the attorneys for the J. F. Shea Company have <br />stated, by letter, that they have not had sufficient time to prepare a re- <br />buttal; however, Mr. Lee said, he cannot honestly believe this. <br />Mr. Lee concluded that he and the other residents of Lake Cadena earnestly <br />request the City Council's serious consideration of this matter, and the <br />preparation of an ordinance to help protect their interests. Mr. Lee asked <br />if the ordinance could have an effective date back to March 21, 1978. <br />City Attorney Edwards stated he could not answer that at this time, how- <br />ever, he would check into this. <br />Mayor Gonzales assured Mr. Lee, and others present, that the rent stabili- <br />zation issue would be on the Agenda for the next regular Council Meeting, <br />to be held April 18, 1978, and a draft ordinance will be prepared for <br />Council's consideration at that time. <br />APR 41978 <br />
