Mr. Gonzales advised that the Planning Commission studied and reviewed this matter, 3 <br />at a meeting held December 12, 1978, and recommend approval of the request to remodel <br />the residential unit located in an industrial zone in excess of $2,000. <br />Moved by Councilman Hayes, seconded by Councilman Rehrer, to approve request of Mr. <br />William Trimble to remodel residential unit located in an industrial zone in excess <br />of $2,000. No. 902 <br />Mr. Gonzales reviewed a Variance application requested by Joe Saucedo to eliminate <br />the side yard setback on the eastern property line for the proposed addition to <br />the residence at 357 West "M" Street. <br />Mr. Gonzales said after studying the application at a meeting held December 12, 1978, <br />the Planning Commission recommends approval of the Variance as outlined in Planning <br />Commission Resolution No. 902. <br />Moved by Councilwoman Cisneros, seconded by Councilman Rehrer, to approve Planning <br />Commission Resolution No. 902 in accordance with certain findings as outlined in the <br />Resolution. Unanimous vote. <br />(� Federally Funded Projects <br />Community Development Projects, 1979-82 <br />Q Mr. Gonzales read from his report on the proposed Three -Year Community Development <br />Q Plan previously approved by the City Council and submitted to the County Office of <br />Q Community Development for processing. Mr. Gonzales advised that the County Board <br />of Supervisors held a public hearing on December 5, 1978, to consider all the <br />projects for the County, at which time the question arose as to whether or not the <br />Citizens Participation Advisory Committee (CPAC) has been given the opportunity <br />for input with regard to the proposed projects for the City of Colton. <br />Mr. Gonzales continued that in order to clarify any questions, it was suggested <br />this matter be placed on the Agenda for this evening's Council Meeting to allow <br />for input from the Citizens Participation Advisory Committee, whose members had <br />previously been advised of this meeting. <br />Mr. Gonzales concluded Staff recommends that after receiving input from the CPAC, <br />the City Council reaffirm or amend the proposed Three -Year Community Development <br />Plan as approved at the Meeting held November 14, 1978. <br />Millie Herrera, 248 East "N" Street, stated she felt the proposed third -year prior- <br />ity should be designated "Fire Station" rather than "Fire Protection", and expressed <br />her deep concern for the location of the proposed fire station, suggesting it should <br />be located in South Colton and.not the Cooley Ranch Development. Mrs. Herrera con- <br />cluded that the City Council should designate a specific target area for the location <br />of the proposed fire station. <br />City Manager Calabrese stated the HUD guidelines are very specific as to the use of <br />these funds, and can only be used in "target areas". <br />Mr. Jess Vasquez, 677 South 8th Street, asked where additional funds would come from <br />to operate this proposed fire station, and stated this is somthing the City Council <br />should consider. <br />Councilman Temby expressed his opinion as to the estimated cost to operate a 12 -man <br />fire station, equipment, etc. <br />Councilwoman Cisneros recommended that the designation "Fire Protection" be changed <br />to "Fire Station" for the third year priority. <br />The other Council Members felt the designation "Fire Protection" should remain as is. <br />After additional discussion, Staff was directed to report back to the County the dis- <br />cussions held this evening on this matter. <br />COMMUNITY SERVICES DIRECTOR'S REPORTS AND RECOMMENDATIONS: <br />Bids <br />Asphalt Concrete <br />Moved by Councilman Rehrer, seconded by Councilwoman Cisneros, awarding bid to In- <br />dustrial Asphalt in the amount of $51,865, annual Open End Contract for Asphalt <br />Concrete.
