the balance of premiums due for Workers Compensation Reinsurance coverage for <br />the year July 1, 1976 through June 30, 1977, in the amount of $4,700.09. <br />Moved by Councilman Gonzales, seconded by Councilman Hayes, authorizing payment <br />in the amount of $4,700.09 to Safety Mutual Casualty Corporation, for the balance <br />of premiums due for Workers Compensation Reinsurance coverage from July 1, 1976 <br />through June 30, 1977. Vote was unanimous. <br />Leases <br />Mr. Calabrese requested Council's consideration and approval of a lease agree- <br />ment between the City of Colton and Mr. Milton Noriega for continued occupancy <br />of the building located on South La Cadena Drive, known as the Multi -Service <br />Center. <br />Mr. Calabrese advised that the present lease, which is on a month-to-month basis <br />at a rental fee of $275 per month, will terminate on February 1, 1978, and Mr. <br />Noriega has notified the City that if we wish to continue occupying the premises <br />after that date, the rental fee will be increased to $300 per month. <br />Mr. Calabrese concluded that if the City Council desires to continue occupying <br />(}� the premises until the Peter S. Luque Center is ready for occupancy, a month - <br />co to -month lease should be considered. <br />CD Moved by Councilwoman Cisneros, seconded by Councilman Gonzales, approving lease <br />agreement between the City of Colton and Mr. Milton Noriega, for occupancy of <br />Multi -Service Center building, on a month-to-month basis at a rental fee of <br />Q $300 per month, beginning February 1, 1978. Vote was unanimous. <br />Alarm Systems <br />Ord. No. 1530 <br />Mr. Calabrese advised that Police Chief Elliott has requested the City Council <br />consider and approve an ordinance concerning alarm systems and technical and <br />business regulations related thereto for the City, because of the increasing <br />number of false alarms due to alarm malfunction or human error. Mr. Calabrese <br />concluded Staff, therefor, recommends Council consider first reading of Ordi- <br />nance No. 1530. <br />Mayor Beltran introduced Ordinance No. 1530 for First Reading, reading it as <br />to number and title only. <br />ORDINANCE NO. 1530 - AN ORDINANCE OF THE CITY OF COLTON, CALIFORNIA, ADDING <br />First Reading CHAPTER 9.30 TO TITLE 9 OF THE COLTON MUNICIPAL CODE <br />CONCERNING ALARM SYSTEMS AND TECHNICAL AND BUSINESS <br />REGULATIONS RELATED THERETO. <br />Moved by Councilman Hayes, seconded by Councilwoman Cisneros, to waive further <br />reading of Ordinance No. 1530. Vote was unanimous. <br />Neighbonc�►od Preservation Program <br />Mr. Calabrese reviewed a memorandum dated January 3, 1978, on the City's Neigh- <br />borhood Preservation Program concerning the process of requesting bids for each <br />work write-up, and contractors dissatisfaction with having to wait two or three <br />weeks for the final payment after work has been completed. <br />Mr. Calabrese stated in this regard, Staff is recommending that the City Council <br />authorize the City Manager to issue final payments to the contractors after the <br />final inspection, acceptance of work, submittal of contractor's invoices, con- <br />tractor's certificate and releases have been received without waiting for the <br />time for filing of mechanics liens to expire. <br />Moved by Councilman Gonzales, seconded by Councilwoman Cisneros, approving and <br />authorizing the City Manager to issue final payments to contractors with regard <br />to the Neighborhood Preservation Program as outlined.
