Mr. Calabrese said the grant application must be sub- <br />mitted prior to July 1, 1978. <br />Moved by Councilwoman Cisneros, seconded by Councilman Rehrer, to approve Reso- <br />lution No. 3830, and authorize execution of grant application. Unanimous vote. <br />RESOLUTION NO. 3830 - RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON, <br />CALIFORNIA, APPROVING THE APPLICATION FOR GRANT FUNDS <br />UNDER THE ROBERTI-Z'BERG URBAN OPEN -SPACE AND RECREATION <br />PROGRAM. <br />Audit <br />Mr. Calabrese stated the current fiscal year will end Friday, June 30, 1978, <br />and the City Council should appoint an independent auditing firm to count <br />cash on hand and observe the taking of the physical inventory on July 1, 1978, <br />and audit the financial records of the City for the fiscal year. <br />Mr. Calabrese advised that the firm of Vasquez, Quezada & Navarro, Certified <br />Public Accountants, has performed the audit for the City for the last two years. <br />Moved by Councilwoman Cisneros, seconded by Councilman Rehrer, approving and <br />authorizing the firm of Vasquez, Quezada & Navarro to perform the City's audit <br />for the fiscal year ending June 30, 1978. Unanimous vote. <br />Annexation <br />Grand Terrace <br />Mr. Cal.abrese requested that the Council Members take an official position on <br />the possibility of annexation of Grand Terrace. <br />Mr. Calabrese advised following passage of Proposition 13 and its property tax <br />ramifications, the County may start reorganizing unincorporated areas and assess- <br />ment districts it supports. Mr. Calabrese asked that the City Council make a <br />statement for public record opposing any effort by the County to put Grand Terrace <br />in Colton. Mr. Calabrese said it is estimated it would cost the City approximate- <br />ly $200,000 a year to provide public services to Grand Terrace, which is something <br />the City cannot afford with the new property tax limits. <br />Both Mayor Gonzales and Councilman Rehrer stated their opposition to annexation <br />of Grand Terrace, and felt it should be a matter of public record that the City <br />has never sought or encouraged annexation of that unincorporated area to the City <br />as a whole, but individual voluntary requests have been considered. <br />Councilwoman Cisneros made no comments on the matter. <br />CITY ATTORNEY'S REPORTS AND RECOMMENDATIONS: <br />Rent Stabilization/Mobile Home Parks <br />Ord. No. 1539 <br />City Attorney Edwards read his memorandum dated June 13, 1978, on Staff's re- <br />search material regarding -mobile home park rents, stating that if the City <br />Council wishes to proceed toward adoption of the ordinance previously presented, <br />it should.pass a motion that the City Council reconsider Ordinance No. 1539, <br />and, after passage of that motion, choose a future date of a regular City <br />Council meeting and pass a motion that such date be fixed as the date to con- <br />sider adoption of Ordinance No. 1539.. <br />Councilman Rehrer moved to postpone this matter. <br />Motion died for lack of a second. <br />Mayor Gonzales moved to reconsider Ordinance No. 1539. <br />Motion died for lack of a second. <br />Mrs. Phyllis Brooks and Mr. Thomas Lee, residents of Lake Cadena Mobile Home <br />Park, spoke to the Council Members, urging them to reconsider this matter and <br />Ordinance No. 1539, and do something to help their citizens at the park. <br />JUN 2 0 1978 <br />
