Unanimous vote. <br />MAYOR'S REPORTS AND PROCLAMATIONS: <br />Proclamations <br />Mayor Gonzales read in full a Proclamation commending Randy L. Johnsen for his <br />service with the City of Colton, and new position with the City of Montclair, <br />and presented the Proclamation to Mr. Johnsen. <br />Mayor Gonzales read Proclamations honoring students Sara Andon, Richard Leader <br />and Christopher Kumfer, who were first prize winners in the American Legion <br />Auxiliary 155 Americanism Essay Contest, and presented the Proclamations to <br />0) the recipients. <br />co <br />g) Mayor Gonzales also read a Proclamation commending Billy Hocutt for his <br />Q bravery in rescuing a neighbor from their burning home, and presented the <br />Q Proclamation to Mr. Hocutt. <br />Q Appointments <br />Moved by Councilman Hayes, seconded by Councilwoman Cisneros, approving appoint- <br />ments of Mr. Thomas Lee to the Housing Advisory and Appeals Board, Mr. Lester <br />Swalley to the Cemetery Commission, and Police Chief Phil Elliott as the City's <br />representative to the Arrowhead Justice Association. Unanimous vote. <br />Moved by Councilman Rehrer, seconded by Councilman Hayes, approving appoint- <br />ment of Councilwoman Cisneros as the City's alternate to the Arrowhead Justice <br />Association. Unanimous vote. <br />Chamber of Commerce <br />Mr. Duane Sharp and Mr. Frank Rebollo, representing the Chamber of Commerce, <br />presented to the City Council a framed photograph of the Harry R. Sheppard <br />Overpass, representing the dedication of the connecting bridge and extension <br />of Mill Street. <br />PUBLIC HEARINGS: <br />Assessment Files <br />Assessment District No. 78-1 <br />Mayor Gonzales declared the Public Hearing open on Assessment District No. 78-1 <br />(Mt. Vernon Avenue and Cooley Drive, Phase II), pursuant to the provisions of <br />the "Municipal Improvement Act of 1913". <br />City Clerk Ramos announced that the Notice of Hearing, under Division 12 of the <br />Streets and Highways Code of the State of California, has been given in the <br />manner and form as requried by law, and that the following Affidavits are on <br />file in the Office of the City Clerk: <br />a. Certificate of Posting Streets <br />b. Certificate of Mailing Notice and Filing Boundary Map <br />c. Affidavit of Publication of Notice of Improvement <br />d.
