41 <br />Mr. Young stated all of these charges have been sent to the County Assessor's <br />office each year for collection, constituting a lien against the property, <br />and inasmuch as the charges are minimal, Staff would recommend that the re- <br />quest be denied. <br />Moved by Councilman Rehrer, seconded by Councilman Hayes, to deny request of <br />Peter D. Bogart for waiver of weed abatement charges as outlined by Staff. <br />Vote was unanimous. <br />Assessments <br />Cooley Ranch Sewer Assessment District <br />Mr. Young advised that due to land division within the Cooley Ranch Sewer <br />Assessment Distr.i.ct, the assessment rolls and diagram need to be amended. <br />Mr. Young -stated that Resolution No. 3794 directs amendment to assessment <br />nos. 13A2, 14A, 15A9 15C85 16B and 16D, and sets the date of April 18, 19785 <br />for public hearing on this matter. <br />Moved by Councilwoman Cisneros, seconded by Councilman Hayes, to approve <br />Resolution No. 3794. Vote was unanimous. <br />0 <br />Co RESOLUTION NO. 3794 - A RESOLUTION DIRECTING MAKING OF AMENDED ASSESSMENT RE- <br />GARDING CERTAIN ASSESSMENTS UNDER RESOLUTION OF INTEN- <br />TION NO.. 3167 COOLEY RANCH SEWER ASSESSMENT DISTRICT <br />ASSESSMENT NOS. 13A2, 14A5 15A, 15C85 16B AND 16D. <br />Q Mayor Gonzales stated that with regard to the Cooley Ranch area, a federal <br />grant, in the amount of $975,000, has been approved for the expansion and <br />development of the Cooley Ranch project. <br />CITY MANAGER'S REPORTS AND RECOMMENDATIONS: <br />Claims <br />Moved by Councilman Hayes, seconded by Councilman Rehrer, denying Claim of <br />Randy Miller, No. 0015-77-0009, versus the City of Colton, as recommended <br />by the insurance administrators, R. L. Kautz & Company. Unanimous vote. <br />Traffic Control <br />City Manager Calabrese reported on the pedestrian crossing at the inter- <br />section of Johnston Street and Pennsylvania Avenue, referring to a memo- <br />randum dated March 9, 1978, from the Director of Community Services, re- <br />garding surveys and findings of pedestrian traffic and vehicular traffic <br />at that intersection. <br />Mr. Calabrese stated that along with other safety precautions taken, if <br />Council desires,,a flashing yellow signal may be installed as an advance <br />warning device for a school crossing. <br />Moved by Councilman Rehrer, seconded by Mayor Gonzales, approving and <br />authorizing installation of a flashing yellow signal at the intersection <br />of Johnston Street and Pennsylvania Avenue. Vote was unanimous. <br />Legislation <br />Rent Stabilization <br />Mr. Calabrese read his memorandum regarding rent stabilization and previous <br />requests from residents of the Lake Cadena Mobile Home Park to establish an <br />ordinance on rent stabilization. <br />Mr. Calabrese advised that Staff contacted the City of Vacaville and learned <br />that City passed an ordinance establishing a Rent Review Commission on Decem- <br />ber 27, 1977, which has just recently become effective. Mr. Calabrese out- <br />lined the duties and functions of the Commission, and reported there is now <br />a law suit pending challenging the legality of Vacaville's ordinance. <br />Mr. Calabrese further advised the City of Cotati also considered an ordinance <br />similar to that of Vacaville, however, the ordinance was not passed by their <br />City Council, and instead placed before the voters of the community at their <br />March 7, 1978 election, and the ordinance failed. <br />MAR 21 1978 <br />
