281 <br />Services Dividion - Chief Elliott reques=ted Co nc_d. `s consi deZa tion for <br />the addition of -two new intermediate typist clerks, which were deleted <br />from the bidget by -the City Manager. <br />Chief Elliott stated -the addition of these positions would be a cost of <br />about $12,500 each. <br />The Chief reported he had an additional item to include under Capital <br />Outlay and that is in -the sum of $ 1,200.00 for the purpose of obtaining <br />a new gas pump. Chief Elliott stated the existing gas pump was installed <br />in I96I and presently is not working at all with little possibility for <br />total repair. Chief Elliott closed by saying that the storage gas tanks <br />still contain a considerable amount of gasoline, however, he is unable <br />-to draw it out without a new pump. <br />Councilman Hayes felt this was certainly an urgently needed item. <br />Community Relations/Crime Prevention Division - Chief Elliott reported <br />there is no significant change in this budget from last. <br />Traffic Enforcement Division - Chief Elliott reported this division is <br />funded in part through grant monies and there are no significant changes <br />from last year. <br />Moved by Councilman Hayes, seconded by Councilman Rehrer, to tentatively <br />approve -the Police Budget as recommended by the City Manager and -to <br />consider -the Chief of Police additional requests prior -to final adoption. <br />Unanimous vote. <br />Fire <br />Fire Chief Al Teague prefaced his budget presentation by saying, that <br />the budget had been prepared using -the criteria established by the <br />City Council during the Goal Setting Sessions. Chief Teague said -the <br />criteria that -the City Council wishes to maintain its current level of <br />fire protection services and wants -to continue rendering this level of <br />service, is the basis for the planning behind the budget. <br />Chief Teague advised -that currently -the department mans -up a three <br />engine company and a ladder company, this make up is made possible <br />through six CETA positions. Chief Teague stated the use of CETA <br />personnel will not be feasible in -the future due to new CETA regulations, <br />wherein, a CETA employee. can only be utilized for a maximum of I8 months <br />and then must be released. Chief Teague said utilizing CETA people <br />under the new regulations would entail continual training with very <br />little return -to the City. <br />It is then, for this reason, said Chief Teague that the budget reflects <br />six new additional firefighters. If for some reason the six additional <br />personnel are not approved, the present level of fire protection cannot <br />be maintained. <br />Fire Prevention Bureau - Chief Teague reported he had requested an <br />additional position in -this bureau which was deleted by the City Manager <br />and he would at this time, like the Council to give serious consideration <br />-to -this position. Chief Teague said the growth and development are <br />really burdening -the one employee and maiing it impossible to fulfill <br />one of the City ordinances. <br />Chief Teague said if it were not possible to obtain the position in <br />-the Fire Prevention Bureau, he would prefer -to decrease the firefighters <br />to II and put -the 12th person in the Bureau. Chief Teague advised this <br />would be a $ 774 difference in -the positions. <br />Overtime - reported that he had requested -the sum of $ 10,000 for overtime <br />pay under the Fire Protection & E.M.S. Division, however, -the City Manager <br />reduced this -to $ 8,000. Chief Teague stated he felt -the $ 10,000 figure <br />was more realistic and asked for reconsideration on this item as he felt <br />this account would be short at -the end of the fiscal year. <br />Capital Improvements - Chief Teague reported he had requested four items <br />under capital improvements, those being - one metal building at $ 5,000, <br />recovering of floor in office area at $ 1,150, repair of training grounds <br />JUL 2 3 1979 <br />
