Mr. Ray Abril, speaking from -the audience recommended all five Counci128 j Members meet with Mr. Demchuk at -the same time in order -to save funds and -that an expenditure lid be set. Mayor Gonzales moved -to employ a hearing officer. Motion died for lack of a second. Councilman Hayes commented that although he thought favor- ably of a hearing officer he preferred to wait until after discussing -the entire matter with Attorney Demchuk. Attorney Wells said wity regard -to the non-specific charges, he would state that the person or persons making these charges should bring -the specific charges forward and if they won't then his request would be that they, be dropped. Councilman Rehrer asked if Mr. Wells was referring paragraph I of Resolution No. 3925. Mr. Wells responded yes, the Dealings with City employees. Councilman Rehrer felt he would like -to discuss this with Mr. Demchuk before deciding. Attorney Wells commented that he did not feel the issue was a legal one but rather a moral one. Attorney Wells asked that the Council by motion act on his request for granting of a continuance on the hearing. Mayor Gonzales asked Mr. Wells what date he had in mind for -the continuance. Q Mr. Wells replied -that if he received the specific information requested on the charges within the next few days, he would be ready to go on the August I5, I979. Moved by Mayor Gonzales, seconded by Councilman Hayes, to grant the request for continuance of the hearing -to August I5, I979, provided -that the specific information requested by Attorney Wells be provided -to him within -the next few days. Motion failed. On Roll Call Vote, Council Members Cisneros, Temby and Rehrer voting NO. Council Members Gonzales and Hayes voting YES. On Council consensus, it was agreed to meet on Thursday at 6:00 p.m., with Attonney Demchuk. RECESS: Council took a I0 minute recess at this time. BUDGET: Planning Cont. Councilman Rehrer stated that before continuing with the Planning Budget, he would like -to see -the Planning Budget and the Parks & Recreat.ion Budget reflect sufficient funding to enable -the Commissioners serving these departments to attend the League of California Cities Conference or a similar workshop. Planning Director Gonzales stated that in his particular budget it would involve the addition of $2,300 to Item 28 on page 177. Planning Director Gonzales asked for clarification on his request for personnel. Discussion followed. Moved by Councilman Hayes, seconded by Councilman Temby -to tentatively approve -the Planning Budget with an increase in Travel & Meetings, with the addition of a Planning Associate and deletion of a Planning Aide, and the addition of a Vehicle Allowance.
