Mr. Ray Abril, speaking from -the audience recommended all five Counci128 j <br />Members meet with Mr. Demchuk at -the same time in order -to save funds <br />and -that an expenditure lid be set. <br />Mayor Gonzales moved -to employ a hearing officer. Motion died for lack <br />of a second. Councilman Hayes commented that although he thought favor- <br />ably of a hearing officer he preferred to wait until after discussing <br />-the entire matter with Attorney Demchuk. <br />Attorney Wells said wity regard -to the non-specific charges, he would <br />state that the person or persons making these charges should bring -the <br />specific charges forward and if they won't then his request would be <br />that they, be dropped. <br />Councilman Rehrer asked if Mr. Wells was referring paragraph I of <br />Resolution No. 3925. <br />Mr. Wells responded yes, the Dealings with City employees. <br />Councilman Rehrer felt he would like -to discuss this with Mr. Demchuk <br />before deciding. <br />Attorney Wells commented that he did not feel the issue was a legal one <br />but rather a moral one. <br />Attorney Wells asked that the Council by motion act on his request for <br />granting of a continuance on the hearing. <br />Mayor Gonzales asked Mr. Wells what date he had in mind for -the continuance. <br />Q <br />Mr. Wells replied -that if he received the specific information requested <br />on the charges within the next few days, he would be ready to go on the <br />August I5, I979. <br />Moved by Mayor Gonzales, seconded by Councilman Hayes, to grant the <br />request for continuance of the hearing -to August I5, I979, provided <br />-that the specific information requested by Attorney Wells be provided <br />-to him within -the next few days. Motion failed. On Roll Call Vote, <br />Council Members Cisneros, Temby and Rehrer voting NO. Council Members <br />Gonzales and Hayes voting YES. <br />On Council consensus, it was agreed to meet on Thursday at 6:00 p.m., <br />with Attonney Demchuk. <br />RECESS: <br />Council took a I0 minute recess at this time. <br />BUDGET: <br />Planning Cont. <br />Councilman Rehrer stated that before continuing with the Planning Budget, <br />he would like -to see -the Planning Budget and the Parks & Recreat.ion <br />Budget reflect sufficient funding to enable -the Commissioners serving <br />these departments to attend the League of California Cities Conference <br />or a similar workshop. <br />Planning Director Gonzales stated that in his particular budget it would <br />involve the addition of $2,300 to Item 28 on page 177. <br />Planning Director Gonzales asked for clarification on his request for <br />personnel. Discussion followed. <br />Moved by Councilman Hayes, seconded by Councilman Temby -to tentatively <br />approve -the Planning Budget with an increase in Travel & Meetings, with <br />the addition of a Planning Associate and deletion of a Planning Aide, <br />and the addition of a Vehicle Allowance.
