3®6 Audit Cooley Ranch Sewer Assessment District Mr. Elliott reported on a request from the City Treasurer to provide funds to hire an independent auditor to audit the Cooley Ranch Sewer Assessment District records for the period beginning 1976 to date. The report of this investigation will provide the data necessary to allow the City Treasurer to attempt to recover any funds lost and to make sure that the data currently in the hands of the County Assessor is correct. Mr. Elliott concluded that Staff recommends the Finance Administration Professional Services Account be increased by $2,000. Moved by Councilman Rehrer, seconded by Councilman Hayes, approving increase in the amount of $2,000 to the Finance Administration Professional Services Account to allow for audit of the Cooley Ranch Sewer Assessment District records. Motion carried, with Councilwoman Cisneros voting NO. Legal Mr. Elliott referred to a Statement received from the law firm of Maroney, Demchuk, Brandt and Baumbach in the amount of $1,340, for legal services rendered to the City of Colton by Attorney Demchuk, totaling 22-1/3 hours. Mayor Gonzales questioned the amount of hours, stating this seemed rather high. Moved by Councilman Rehrer, seconded by Councilwoman Cisneros, approving payment of $1,340 to Attorney Demchuk for legal services rendered. Motion carried, with Mayor Gonzales voting NO. Taxes Res. No. 3928 Mr. Elliott read a memorandum dated August 16, 1979, regarding establishing the property tax rate for the 1979-80 fiscal year, and presented Resolution No. 3928 for the Council's consideration and approval. Moved by Councilman Hayes, seconded by Councilman Rehrer, to approve Resolution No. 3928. Unanimous vote. RESOLUTION NO. 3928 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON FIX- ING AND ESTABLISHING THE TAX RATE FOR THE BONDED INDEBTED- NESS OF THE CITY OF COLTON FOR THE 1979-80 FISCAL YEAR. Budget Mr. Elliott reviewed the Water Quality Control Plant and Sewer Maintenance budgets and his report regarding the contract for maintenance and operation of the City's Sewer Plant, as requested by the City Council. Mr. Elliott stated it was his recommendation that the City retain the existing contract for operation and maintenance of the Water Quality Control Plant due to the cost saving. Councilwoman Cisneros stated that inasmuch as she was the one who had requested this information and report on the contract, she would now like to state it is also her opinion that the City retain the present contract for operation and main- tenance of the Plant because the City did realize some profit. Mrs. Cisneros said, however, she did want Staff to keep checking on the operation of the Plant, the condition of the yards, etc. Moved by Councilman Hayes, seconded by Councilman Rehrer, to approve the Water Quality Control Plant and Sewer Maintenance Budgets for 1979-80 Fiscal Year. Vote was unanimous. Mr. Elliott then presented to the Council Members a report on the Restricted Funds Budget, requesting approval.. Moved by Councilman Hayes, seconded by Mayor Gonzales, to approve the Restricted Funds Budget for the 1979-80 Fiscal Year. Unanimous vote. Mr. Elliott stated it would now be in order to adopt Resolution No. 3929, approving and adopting the 1979-80 Fiscal Year Budget. Moved by Councilman Hayes, seconded by Councilwoman Cisneros, to approve Resolution No. 3929. Motion carried, with Councilman Rehrer voting NO. AUG 21 1979
