3®6 Audit <br />Cooley Ranch Sewer Assessment District <br />Mr. Elliott reported on a request from the City Treasurer to provide funds to <br />hire an independent auditor to audit the Cooley Ranch Sewer Assessment District <br />records for the period beginning 1976 to date. The report of this investigation <br />will provide the data necessary to allow the City Treasurer to attempt to recover <br />any funds lost and to make sure that the data currently in the hands of the County <br />Assessor is correct. <br />Mr. Elliott concluded that Staff recommends the Finance Administration Professional <br />Services Account be increased by $2,000. <br />Moved by Councilman Rehrer, seconded by Councilman Hayes, approving increase in the <br />amount of $2,000 to the Finance Administration Professional Services Account to <br />allow for audit of the Cooley Ranch Sewer Assessment District records. Motion <br />carried, with Councilwoman Cisneros voting NO. <br />Legal <br />Mr. Elliott referred to a Statement received from the law firm of Maroney, Demchuk, <br />Brandt and Baumbach in the amount of $1,340, for legal services rendered to the <br />City of Colton by Attorney Demchuk, totaling 22-1/3 hours. <br />Mayor Gonzales questioned the amount of hours, stating this seemed rather high. <br />Moved by Councilman Rehrer, seconded by Councilwoman Cisneros, approving payment <br />of $1,340 to Attorney Demchuk for legal services rendered. Motion carried, with <br />Mayor Gonzales voting NO. <br />Taxes <br />Res. No. 3928 <br />Mr. Elliott read a memorandum dated August 16, 1979, regarding establishing the <br />property tax rate for the 1979-80 fiscal year, and presented Resolution No. 3928 <br />for the Council's consideration and approval. <br />Moved by Councilman Hayes, seconded by Councilman Rehrer, to approve Resolution <br />No. 3928. Unanimous vote. <br />RESOLUTION NO. 3928 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON FIX- <br />ING AND ESTABLISHING THE TAX RATE FOR THE BONDED INDEBTED- <br />NESS OF THE CITY OF COLTON FOR THE 1979-80 FISCAL YEAR. <br />Budget <br />Mr. Elliott reviewed the Water Quality Control Plant and Sewer Maintenance budgets <br />and his report regarding the contract for maintenance and operation of the City's <br />Sewer Plant, as requested by the City Council. <br />Mr. Elliott stated it was his recommendation that the City retain the existing contract <br />for operation and maintenance of the Water Quality Control Plant due to the cost saving. <br />Councilwoman Cisneros stated that inasmuch as she was the one who had requested <br />this information and report on the contract, she would now like to state it is <br />also her opinion that the City retain the present contract for operation and main- <br />tenance of the Plant because the City did realize some profit. Mrs. Cisneros <br />said, however, she did want Staff to keep checking on the operation of the Plant, <br />the condition of the yards, etc. <br />Moved by Councilman Hayes, seconded by Councilman Rehrer, to approve the Water <br />Quality Control Plant and Sewer Maintenance Budgets for 1979-80 Fiscal Year. <br />Vote was unanimous. <br />Mr. Elliott then presented to the Council Members a report on the Restricted <br />Funds Budget, requesting approval.. <br />Moved by Councilman Hayes, seconded by Mayor Gonzales, to approve the Restricted <br />Funds Budget for the 1979-80 Fiscal Year. Unanimous vote. <br />Mr. Elliott stated it would now be in order to adopt Resolution No. 3929, approving <br />and adopting the 1979-80 Fiscal Year Budget. <br />Moved by Councilman Hayes, seconded by Councilwoman Cisneros, to approve Resolution <br />No. 3929. Motion carried, with Councilman Rehrer voting NO. <br />AUG 21 1979 <br />
