20 0 RESOLUTION NO. 3894 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON AUTHOR- <br />IZING APPLICATION FOR LOCAL ACTION FUNDING FROM THE CALIFORNIA <br />ENERGY COMMISSION. <br />Transportation <br />OMNITRANS <br />Mr. Calabrese presented a report from SANBAG regarding a proposed reduction in <br />OMNITRANS service.in the City of Colton, which he advised was for informational <br />purposes only as there is not sufficient information at this time to take action. <br />Mr. Calabrese stated Staff will continue to review this proposal and present a <br />recommendation to the City Council. <br />PArcnnnPl <br />Mr. Calabrese read in full his memorandum dated January 31, 1979, regarding the need <br />for additional personnel in various City departments, outlining seven recommenda- <br />tions for consideration to accomplish these needs, and advising for immediate im- <br />plementation of this program, the total salary cost would be $25,776 for the re- <br />mainder of the year. <br />Councilman Temby asked if the Council was going to consider one item at a time. <br />Mayor Gonzales stated whatever the Council preferred, however, he would like a <br />motion and a second on this matter to bring it to the floor for discussion. <br />Councilman Temby stated he thought the City Council had agreed some time ago about <br />new employees during the mid -year Budget Session. Mr. Temby stated if a motion is <br />desired, he would move that the entire matter be denied, and brought back again <br />during the forthcoming Budget Sessions for consideration at that time. <br />Councilwoman Cisneros stated she would second the motion. <br />Mayor Gonzales stated he would like to point out that these are not new positions, <br />but permanent positions that are presently vacant due to resignations within the <br />various departments. Mayor Gonzales said there is currently a backlog of work in <br />many of our City departments due to the insufficient number, or lack of the required <br />personnel, and this situation is going to continue and worsen if something is not <br />done.Mr. John Lightburn, Employee Representative of the San Bernardino Public Employees <br />Association, spoke to the Council Members with regard to filling the vacant perma- <br />nent positions, and the City's use of CETA personnel in permanent positions, stat- <br />ing the City Council should give this serious problem every consideration. <br />Additional discussion followed among Council Members with regard for the need of <br />personnel in the various departments. <br />Councilman Rehrer requested a Roll Call Vote on the motion as made, and suggested <br />this item be reconsidered at a future goal setting session, scheduled for Tuesday, <br />February 27, 1979. <br />Upon Roll Call, the Vote was: <br />AYES: Four; Hayes, Cisneros, Rehrer, Temby. <br />NOES: One; Gonzales. <br />ABSENT: None. <br />Motion carried. <br />Councilman Rehrer stated he would like to request that the City Manager bring this <br />matter back again, at the time of the goal setting session for February 27, and in- <br />clude all personnel that is needed in all departments so that this can be thoroughly <br />discussed and a just decision can be made at that time. <br />Councilman Hayes concurred with Councilman Rehrer's suggestion. <br />Mr. Calabrese stated that he feels there has been a gross misunderstanding of his <br />memorandum, the memorandum states immediate needs, the needs arrived at by the loss <br />of employees and the City's participation in the CETA program. Mr. Calabrese said <br />he will comply with the wishes of the City Council, however, he would also request <br />that his memorandum be made a part of the permanent record. <br />The following pages, Nos. 8 and 9, is the City Manager's memorandum in full, and is <br />hereby incorporated in the Minutes. <br />FEB 6 1979 <br />
