222m r. Rush stated that these needs are based on statistical census data, t which are
<br />determined by SCAG, since they are the area -wide planning organization.
<br />City Attorney Edwards stated the proposed resolution, adopting the Cooperation Agree-
<br />ment, contains two blank spaces, one relating to the number of dwelling units, the
<br />other regarding an amount for the preliminary loan. Mr. Edwards asked Mr. Rush if
<br />he knew the amounts or figures -for these two items. Mr. Edwards stated at the last
<br />meeting, it was suggested that $500 be the dollar amount.
<br />Mr. Rush said it has been suggested the amount of dwelling units does not exceed
<br />50 and no less than 25.
<br />Mr. Edwards asked what if the amount of dwelling units was less than 25.
<br />Mr. Rush stated if the amount were less than 25 units, the financial feasibility of
<br />locating units within the City would be questionable.
<br />Councilman Rehrer stated he would like to make a motion to continue this Public
<br />Hearing until the City Council has more information on this matter.
<br />Mrs. Margaret Ritz, 655 North_.4th Street, Colton, spoke to the City Council in oppo-
<br />sition to this matter, and referred to a petition signed by numerous residents, that
<br />had been presented to the City Council several years ago, protesting low income
<br />housing in the City of Colton.
<br />Mr. Harold Hayes, representing the Housing Authority of the County of San Bernardino,
<br />spoke to the Council Members with regard to the need for additional housing in Colton
<br />for low and moderate income households, and related that through the Section 8 Program,
<br />there are approximately 80 or -.more people living in leased housing in Colton. Mr.
<br />Hayes explained that the Housing Authority subsidizes the difference between the cost
<br />of the housing and 25 percent of the persons income.
<br />Councilman Temby asked Mr. Hayes if there is a difference between low rent housing
<br />and low income housing.
<br />Mr. Hayes answered this program for construction of publicly owned housing is not
<br />like those of the past, geared for only welfare recipients, this housing will
<br />meet the needs of not only low income, but moderate income people as well, working
<br />people who are paying more than 25 percent of their income towards rent, etc., and
<br />who will be eligible for this housing.
<br />Mr. Hayes stated there is a definite need for this housing program in the City of
<br />Colton, which has been expressed and documented in many reports and studies made
<br />of the City of Colton.
<br />Councilwoman Cisneros stated there is no guarantee that the City would get any
<br />housing, and there may be other cities that have this need, want the housing,
<br />and will get it.
<br />Mr. Hayes answered there is no guarantee that the application they are submitting
<br />will be approved, Colton may get the housing and they may not, HUD will approve the
<br />housing as it is applied for 'Mr. Hayes said in the 213 Review process, which the
<br />City has, the Council can negate all the way through, as this process would have to
<br />go through the Planning Commission, the housing is let out on a contract like any
<br />other housing, and during this process the City Council can examine and take a close
<br />look at all aspects, turn it down if the site is not to the Council's liking, and
<br />the whole process is very similar to what the City would normally do in any kind of
<br />planning regarding housing.
<br />Mr. Robert Blinkinsopp, 1840 Evelyn Circle, Colton, stated that he agrees there is a
<br />need for housing in Colton, however, he wanted to know what assurance the City has
<br />that this housing would go to.the people residing in Colton, or would it also be
<br />available to anyone, coming in from other communities.
<br />Mrs. Jo Godwin, 635 Hermosa Avenue, Colton, asked what the zoning would be for the
<br />proposed housing and where this housing would be located, as she did not want it
<br />in her neighborhood. Mrs. Godwin then asked a question relating to a zone change
<br />notice she had received, which was explained to her by Planning Director Gonzales.
<br />Councilman Hayes asked if Mr. Hayes would respond to the comments made by Mr.
<br />Blinkinsopp with regard to the housing for Colton residents.
<br />Mr. Hayes stated HUD does not look upon limitations such as those as a viable
<br />program in any community, however, with the large number of applications the
<br />Housing Authority has from Colton residents for housing, he did not believe the
<br />City would have any problem occupying the proposed housing with their own resi-
