RECREATION AND PARKS COMMISSION REPORTS AND RECOMMENDATIONS: 33 3 <br />Student Commissioners <br />Mayor Gonzales advised that the item concerning recommendations for appointment <br />of Student Commissioners to the Recreation and Parks Commission for the 1979-80 <br />school year will be continued to the next regular Council Meeting, November 20, <br />1979. <br />CITY MANAGER'S REPORTS AND RECOMMENDATIONS: <br />Retirement <br />Safety Member <br />City Manager Gonzales stated that this item, concerning the retirement of a safety <br />member, will be discussed during Executive Session later in the meeting. <br />Housing Advisory and Appeals Board <br />Fire Department/Building & Safety Department <br />City Manager Gonzales read in full a report dated October 30, 1979, regarding deci- <br />sions and agreements reached at the Housing Advisory and Appeals Board meeting held <br />October 22, 1979, concerning the property along Mt. Vernon Avenue, owned by Irvan <br />(Y) Stumph, which was damaged in a recent fire, and the reconstruction or demolition of <br />the damaged structures. <br />Q Mr. Gonzales stated this report is an informational item, and copies of the Minutes <br />of the Housing Advisory and Appeals Board will be available for the Council Members <br /><( should they desire them. <br />Personnel <br />CETA Programs <br />Mr. Gonzales reported on an allocation of funds for the 1980 fiscal year regard- <br />ing CETA-PSE Programs, in the amount of $105,000, and advised that the City of <br />Colton is applying for trainee positions for the City Manager's/Personnel Office, <br />City Clerk's Office, and the Finance Department. <br />Mr. Gonzales stated the salaries for these positions will be set in accordance with <br />minimum wage guidelines set by the Department of Labor. Mr. Gonzales concluded if <br />Council concurs, adoption of Resolution No. 3944 would be in order. <br />Councilman Rehrer asked if there are budgeted funds for the employee benefits for <br />these positions. <br />°sir. Gonzales answered yes, there are funds budgeted for this purpose and there are <br />no problems. <br />Councilman Temby asked how long this special trainee program would last. <br />Mr. Gonzales answered this program is for a period of one year only. <br />Moved by Councilman Hayes, seconded by Councilman Rehrer, to approve Resolution <br />No. 3944. Vote was unanimous. <br />RESOLUTION NO. 3944 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON ES- <br />TABLISHING A PAY AND CLASSIFICATION PLAN FOR PERSONNEL HIRED <br />UNDER THE CETA VI -A AND CETA VI -B (SPECIAL PROJECTS) PROGRAMS. <br />10191 <br />Ordinance No. 1573 <br />Mr. Gonzales introduced Ordinance No. 1573 for First Reading, advising that this <br />ordinance is necessary to amend the City's Contract with PERS to provide for un- <br />modified PERS benefits, effective January 1, 1980, coinciding with the discontinu- <br />ance of Social Security. <br />Mr. Gonzales stated the employees have elected to be covered under the 1959 Sur- <br />vivors Benefit and that will be included in the Contract change. <br />Moved by Councilman Temby, seconded by Councilman Hayes, to pass First Reading and <br />waive further reading of Ordinance No. 1573.
