RECREATION AND PARKS COMMISSION REPORTS AND RECOMMENDATIONS: 33 3 Student Commissioners Mayor Gonzales advised that the item concerning recommendations for appointment of Student Commissioners to the Recreation and Parks Commission for the 1979-80 school year will be continued to the next regular Council Meeting, November 20, 1979. CITY MANAGER'S REPORTS AND RECOMMENDATIONS: Retirement Safety Member City Manager Gonzales stated that this item, concerning the retirement of a safety member, will be discussed during Executive Session later in the meeting. Housing Advisory and Appeals Board Fire Department/Building & Safety Department City Manager Gonzales read in full a report dated October 30, 1979, regarding deci- sions and agreements reached at the Housing Advisory and Appeals Board meeting held October 22, 1979, concerning the property along Mt. Vernon Avenue, owned by Irvan (Y) Stumph, which was damaged in a recent fire, and the reconstruction or demolition of the damaged structures. Q Mr. Gonzales stated this report is an informational item, and copies of the Minutes of the Housing Advisory and Appeals Board will be available for the Council Members <( should they desire them. Personnel CETA Programs Mr. Gonzales reported on an allocation of funds for the 1980 fiscal year regard- ing CETA-PSE Programs, in the amount of $105,000, and advised that the City of Colton is applying for trainee positions for the City Manager's/Personnel Office, City Clerk's Office, and the Finance Department. Mr. Gonzales stated the salaries for these positions will be set in accordance with minimum wage guidelines set by the Department of Labor. Mr. Gonzales concluded if Council concurs, adoption of Resolution No. 3944 would be in order. Councilman Rehrer asked if there are budgeted funds for the employee benefits for these positions. °sir. Gonzales answered yes, there are funds budgeted for this purpose and there are no problems. Councilman Temby asked how long this special trainee program would last. Mr. Gonzales answered this program is for a period of one year only. Moved by Councilman Hayes, seconded by Councilman Rehrer, to approve Resolution No. 3944. Vote was unanimous. RESOLUTION NO. 3944 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON ES- TABLISHING A PAY AND CLASSIFICATION PLAN FOR PERSONNEL HIRED UNDER THE CETA VI -A AND CETA VI -B (SPECIAL PROJECTS) PROGRAMS. 10191 Ordinance No. 1573 Mr. Gonzales introduced Ordinance No. 1573 for First Reading, advising that this ordinance is necessary to amend the City's Contract with PERS to provide for un- modified PERS benefits, effective January 1, 1980, coinciding with the discontinu- ance of Social Security. Mr. Gonzales stated the employees have elected to be covered under the 1959 Sur- vivors Benefit and that will be included in the Contract change. Moved by Councilman Temby, seconded by Councilman Hayes, to pass First Reading and waive further reading of Ordinance No. 1573. Vote was unanimous. NOV
