Mr. <br />Payne stated that although a utility pay station was not a part of their proposal, <br />Six Star could offer this service at thier local business office. <br />Councilwoman Cisneros asked if this company would be willing to post a Performance <br />Bond. <br />Mr. Payne stated yes, this would be a part of their proposal, as well as providing <br />liability insurance. <br />Councilwoman Cisneros asked about "freezing" their rates for service. <br />Mr. Payne answered that Six Star Cablevision would maintain their basic service <br />rates for several years, and would not consider raising their rates without City <br />Council approval. <br />Councilman Temby stated with regard to the poles used for service, how does the <br />company pay for the space leased from the utility companies. <br />Mr. Payne stated space is rented from the utility company, usually a telephone <br />company, and a fee is paid to that company, a yearly rental fee. <br />Discussion was then held on the use of the utility poles for service, and exist- <br />ing joint pole agreements in the City. <br />Mr. Dick Waterman, representing Teleprompter Corporation, apologized for being late, <br />stating he had been told the meeting time was changed from 7:00 p.m. to 7:30 p.m. <br />Mayor Gonzales stated the meeting had just gotten started and there was no problem. <br />Televents, Inc. <br />Mr. Dick Glascock, representing Televents, Inc. of Redlands, stated that basically <br />their company could offer the same proposal as the other cable television companies. <br />Mr. Glascock showed the Council Members his company's channel selector, which works <br />as a remote control unit. Mr. Glascock explained that Televents, Inc. will offer a <br />36 channel system, establish a local payment office in Colton, and also consider <br />collecting telephone payments in that office, and if his company were awarded the <br />franchise, construction would begin immediately thereafter. Mr. Glascock stated <br />they have not considered a local studio because for a city the size of Colton it <br />would not be needed. Mr. Glascock stated a studio requires local involvement and <br />interest, and Televents is more interested in serving the community's needs and <br />requirements. <br />Councilman Hayes asked about the company's service policy. <br />Mr. Glascock stated the company has an excellent service policy and enjoys a good <br />reputation and service record, with no service complaints on file. Mr. Glascock <br />stated they would maintain a back-up system from Redlands. <br />Councilman Rehrer stated that the four proposals from each individual company are <br />attractive, however, he wanted to know what Colton was going to get out of this <br />and how this service was going to benefit Colton. <br />Mr. Glascock responded financially Colton will receive three percent of the gross <br />revenue, revenue back from pole line sharing, creating employment for the citizens <br />in Colton, local property taxes, business and franchise taxes, plus providing an <br />enjoyable and beneficial service to the residents of the community. <br />Buena Vista Telecommunications, Inc. <br />Mr. Moctesuma Esparza, President of Buena Vista Telecommunications, Inc., stated <br />that their company is committed to a very strong, local origination program, and <br />they will have a studio with color cameras, as well as the availability of a re- <br />mote van. Mr. Esparza said the company will urge the active involvement of the <br />City in creating programming that will be important and beneficial to the citizens <br />of Colton, and have met and established contact with local colleges, schools, and <br />various local community organizations. <br />Mr. Esparza advised his company will provide a 40 channel system to begin with, <br />and propose to provide up to 52 channels in the future. Mr. Esparza said the <br />company will establish headquarters in Colton with a local manager, local engi- <br />neering and a local staff, with the added service of payment of utility bills <br />in their office.
