Mr. Edwards <br />451 <br />asked Mr. John Brown, Legal Counsel, if there have been any changes in the Ordi- <br />nance. <br />Mr. Brown advised the only change would be in Section 4, Item B, and Mr. Brown <br />read in full the changes that had been incorporated therein, relating to applica- <br />tions for building permits or filing of a final subdivision map for any type of <br />structure in the C-1, C-2, M -L, M-1, M-2, PC or PC -Cooley Ranch Planned Community <br />zones. <br />City Attorney Edwards then introduced Ordinance No. 1587, an Emergency Ordinance, <br />reading it as to number and title only: <br />ORDINANCE NO. 1587 <br />- AN INTERIM URGENCY ORDINANCE OF THE CITY OF COLTON ESTABLISHING <br />A TEMPORARY MORATORIUM ON THE PROCESSING AND FILING OF FINAL <br />SUBDIVISION MAPS AND PROHIBITING THE ISSUANCE OF BUILDING PERMITS <br />FOR CERTAIN USES TO ASSIST IN SOLVING THE CITY'S WASTEWATER <br />TREATMENT PROBLEM. <br />Councilman Rehrer asked if any portions of this ordinance should be discussed by <br />the City Council before adoption. <br />Mr. John Brown stated basically the intent of the ordinance is to place a temporary <br />(� moratorium on both the accepting and filing of final subdivision maps and any and <br />all building permits, except with the very limited exception as set out in the body <br />of the ordinance. Mr. Brown advised this is an urgency ordinance and, therefore, <br />will require a four-fifths vote, and will become effective immediately, and will <br />apply to any and all building permits issued as of the regular business hours of <br />C[ the City tomorrow morning. <br />Mr. Brown further stated in the event there are any dramatic changes with respect <br />to the treatment plant, this ordinance would be repealed and we would, in fact, <br />recommend that if, in fact, we can report back to the City Council within the next <br />few weeks with more favorable information regarding the treatment plant. Mr. Brown <br />said at the present time, however, there is a very real crisis with respect to the <br />wastewater treatment plant. <br />Moved by Councilwoman Garcia, seconded by Councilman Hayes, to waive full reading <br />of Ordinance No. 1587. Unanimous vote. <br />Moved by Councilwoman Garcia, seconded by Councilman Hayes, to adopt Ordinance No. <br />1587. Upon Roll Call, the Vote was: <br />AYES: Four; Hayes, Rehrer, Garcia, Gonzales. <br />NOES: None. <br />ABSENT: One; Cisneros. <br />Motion carried unanimously. <br />ArmniIRNMFNT <br />Moved by Councilman Hayes, seconded by Councilwoman Garcia and unanimously passed, <br />Mayor Gonzales adjourned the meeting a -5-10 p.
