Mayor Gonzales said he would like this studied and looked at in Mid -year. 4119 <br />Engineering/Personnel <br />Mr. Wang said the second item he would like to discuss with the City Council is <br />that of the requested new position of Assistant Civil Engineer. <br />Mr. Wang stressed the large workload, the complexity and ever changing additional <br />technical demands made on him. Mr. Wang said he found himself reacting to situa- <br />tions rather than having the time to properly plan and execute each task. Mr. Wang <br />said he is the only technical person on board who can properly communicate in the <br />necessary technical language with developers, outside agencies and the like. <br />Discussion followed. <br />Mayor Gonzales proposed that Mr. Wang's request for an Assistant Civil Engineer be <br />granted and that it be funded by deleting the position of Parks and Cemetery Super- <br />intendent as that particular budget is top heavy, having two superintendents on <br />board. <br />Discussion followed. <br />Council Members Cisneros and Rehrer opposed deleting the Parks and Cemeteryp <br />Su er- <br />(o intendent position. Council Member Hayes felt he would like to reflect ontheMayor's <br />proposal and look at this budget again before deleting the position. <br />Q Councilwoman Garcia was of the opinion that one permanent person assigned <br />ned to t <br />Cemetery did not warrant a Superintendent all to himself and that the ase <br />Q singed to the Cemetery should be transferred under the Parks Superintendent, thus <br />the position of Parks and Cemetery Superintendent would not be needed. <br />Councilman Hayes recommended that $25,000 tentatively be included in this budget for <br />the Assistant Civil Engineer position and that the rest of the budget stay as it <br />presently exists. Councilwoman Cisneros said she agreed with Councilman Hayes' rec- <br />ommendation. <br />Councilman Rehrer asked why couldn't the Administrative Assistant position assist <br />and do some of the work Mr. Wang wants the Assistant Civil Engineer to do. <br />Mr. Wang replied that the Administrative Assistant is very important and vital to <br />the overall operation of the Community Services Department, however, the role is <br />in the fiscal and personnel areas, not in the technical engineering field. Mr. Wang <br />said with a staff of 60 individuals, the need for an administrative person is in it- <br />self a complete assignment. <br />Discussion reverted back to eliminating the position of Parks and Cemetery Superin- <br />tendent. <br />On Council consensus, the Community Services budget was tentatively approved as <br />presented with the inclusion of the position of Assistant Civil Engineer. <br />Electric <br />Mr. Gale Drews, Electric Utility Superintendent, presented the Electric Utility <br />Budget saying that already, the Council has taken a step in the right direction <br />by their recent action to adjust the Electric Utility rates. Mr. Drews said this <br />action would insure the citizens now and in the future with good services at a <br />reasonable cost. <br />Mr. Drews said first and foremost in his current budget is the expansion of the sub- <br />station to enable us to provide the community with uninterrupted service. The ex- <br />pansion would be accomplished by purchasing another transformer, delivery of the <br />transformer is approximately one year. Mr. Drews said for this summer the City <br />should have sufficient power for peak times, however, it will not have the backup <br />should something go wrong. <br />Mr. Drews said the second item he would like to work on is to reduce our system <br />losses. Mr. Drews explained that more capacitors on the lines are needed for <br />more stability. Mr. Drews said the City purchases and pays for 11% more power <br />than it sells. Mr. Drews said he would like to work on reducing the 11%. <br />The third item discussed by Mr. Drews was that of reorganization of the department. <br />Mr. Drews said he is proposing an upgrade in the position of Meter Supervisor to <br />Substation Superintendent, an upgrade in the position of Foreman Line Crew to <br />Superintendent Transmission and Distribution and a downgrade in the Meter Super - <br />JUN I 1 1980 <br />
