Mr. Trevino read in full his memorandum dated July 15, 1980, regarding affordable
housing and a proposal to construct 113 single family dwellings, ranging in size
from 996 square feet to 1,255 square feet, on approximately 27 acres of land lo-
cated at the northwest corner'of Citrus Street and Grand Avenue, the homes to be
constructed by Covington Brothers, builders.
Mr. Trevino continued the proposal includes 16 2 -bedroom, 2 bath units at $47,900
each; 45 3 -bedroom, 1 bath units at $50,900 each; 35 3 -bedroom, 2 bath units at
$55,900 each; and 16 4 -bedroom, 2 bath units at $58,900 each. Mr. Trevino stated
these prices are based on the creation of an assessment district in order to fund
the off-site improvements, and the off-site improvements amount to approximately
$8,750 per lot. Mr. Trevino advised that Staff has had several meetings with
Covington Brothers, their consultant, Mr. Richard Mitchell, and Mr. John Brown, of
Best, Best and Krieger, and all are in agreement that the formation of an assessment
district would be one way of funding the off-site improvements for this development,
and these savings could then be passed on to our residents through the unit prices
as outlined.
Mr. Trevino requested that the City Council direct Staff to prepare the necessary
documents and present them at the Council Meeting scheduled for August 5, 1980, in
order to implement the assessment district and thus provide affordable housing to
the citizens of our community.
