Vote was unanimous. <br />RESOLUTION NO. 4022 - A RESOLUTION OF THE COUNCIL OF THE CITY OF COLTON FINDING THAT <br />PUBLIC CONVENIENCE AND NECESSITY REQUIRE THE ESTABLISHMENT OF <br />COMMUTER RAIL SERVICE BETWEEN SAN BERNARDINO/RIVERSIDE AND LOS <br />ANGELES. <br />PLANNING COMMISSION REPORTS AND RECOMMENDATIONS: <br />Variance <br />P. C. Res. No. 954 <br />Planning Director Trevino reported from his memorandum dated July 10, 1980, regard- <br />ing a Variance application requested by Mr. William G. Glassco, to reduce the rear <br />yard setback requirements from'25 feet to 17 feet on the west side, and 14 feet on <br />the east side of his property located at 560 Archibald Court, to connect his home <br />with his garage by a breezeway. <br />0) Mr. Trevino advised that the Planning Commission, at a public hearing held July 8, <br />1980, recommended approval of the Variance application as outlined in Planning Com - <br />co mission Resolution No. 954. <br />Q Moved by Councilman Rehrer, seconded by Councilwoman Garcia, to approve Planning <br />Commission Resolution No. 954, together with findings as stated therein. Vote was <br />Q unanimous. <br />Conditional Use Permits <br />P. C. Res. No. 95$ <br />Mr. Trevino read his report dated July 10, 1980, concerning a Conditional Use Permit <br />application requested by Mr. Ronald White, to operate a self-service gasoline station <br />on property located at the northeast corner of "G" Street and La Cadena Drive, 420 <br />North La Cadena Drive. <br />Mr. Trevino stated the Planning Commission held a public hearing on this matter, <br />July 8, 1980, and recommended approval of the Conditional Use Permit application, <br />subject to findings and 5 conditions as listed in Planning Commission Resolution <br />No. 953. <br />Moved by Councilman Hayes, seconded by Councilman Rehrer, to approve Planning Com- <br />mission Resolution No. 953, subject to findings and five conditions as listed there- <br />in. Unanimous vote. <br />Special Assessments <br />Tract Nos. 9963 through 9968 <br />Mr. Trevino read in full his memorandum dated July 15, 1980, regarding affordable <br />housing and a proposal to construct 113 single family dwellings, ranging in size <br />from 996 square feet to 1,255 square feet, on approximately 27 acres of land lo- <br />cated at the northwest corner'of Citrus Street and Grand Avenue, the homes to be <br />constructed by Covington Brothers, builders. <br />Mr. Trevino continued the proposal includes 16 2 -bedroom, 2 bath units at $47,900 <br />each; 45 3 -bedroom, 1 bath units at $50,900 each; 35 3 -bedroom, 2 bath units at <br />$55,900 each; and 16 4 -bedroom, 2 bath units at $58,900 each. Mr. Trevino stated <br />these prices are based on the creation of an assessment district in order to fund <br />the off-site improvements, and the off-site improvements amount to approximately <br />$8,750 per lot. Mr. Trevino advised that Staff has had several meetings with <br />Covington Brothers, their consultant, Mr. Richard Mitchell, and Mr. John Brown, of <br />Best, Best and Krieger, and all are in agreement that the formation of an assessment <br />district would be one way of funding the off-site improvements for this development, <br />and these savings could then be passed on to our residents through the unit prices <br />as outlined. <br />Mr. Trevino requested that the City Council direct Staff to prepare the necessary <br />documents and present them at the Council Meeting scheduled for August 5, 1980, in <br />order to implement the assessment district and thus provide affordable housing to <br />the citizens of our community. <br />JUL 1b1980 <br />
