408 MAYOR'S REPORTS AND PROCLAMATIONS:
<br />Assessment Districts
<br />Mayor Gonzales read his memorandum dated May 15, 1980, recommending that the City
<br />Council assign or appoint the City Treasurer, Acting Finance Director, and the
<br />Director of Community Services to establish procedures to be followed so that the
<br />City will have continuity and organization on assessment districts.
<br />Moved by Councilman Rehrer, seconded by Councilman Hayes, approving and appointing
<br />the City Treasurer, the Acting Finance Director and the Director of Community
<br />Services to establish procedures regarding assessment districts, and report back
<br />to the City Council. Unanimous vote.
<br />Proclamations
<br />Mayor Gonzales read in full a Resolution of Appreciation honoring Christina Davis
<br />Beeson for her forty-six years as a teacher and advisor and wishing her a happy
<br />and well earned retirement.
<br />Moved by Councilwoman Garcia, seconded by Councilman Hayes, approving Resolution
<br />of Appreciation honoring Christina Davis Beeson as presented. Unanimous vote.
<br />PLANNING COMMISSION REPORTS AND RECOMMENDATIONS:
<br />Auto Towing/Storage Lot
<br />P. C. Res. No. 946
<br />Planning Director Trevino advised that this item, concerning the establishment of
<br />a auto towing and storage lot business at 290 Fogg Street, as requested by Mr. Steve
<br />Yazell, is being continued from a previous meeting, and Staff interviewed property
<br />owners adjacent easterly to the subject property and found two people definitely
<br />favor of the project, one neutral, and one opposed.
<br />Mr. Trevino reiterated that the Planning Commission studied this item at a meeting
<br />held April 22, 1980, and determined that this use falls within Section 18.22.010
<br />A(38) of the Colton Municipal Code, and that this use is permitted in an M-1 zone,
<br />and further that the Planning Commission recommended approval of this request sub-
<br />ject to three conditions: (1) The entire area be surfaced with 4 inches of macadam;
<br />(2) Appropriate fencing or walls be erected in order to provide both security and
<br />aesthetics; (3) Said walls or fencing be worked out with the Planning Department.
<br />Mr. Trevino concluded should the City Council find this request to be within the
<br />confines of the Municipal Code, it would be in order to approve Planning Commission
<br />Resolution No. 946.
<br />Moved by Councilman Hayes, seconded by Councilman Rehrer, to approve Planning Com-
<br />mission Resolution No. 946.
<br />Before the voting, the following people spoke in opposition to this request for an
<br />auto towing/storage lot because it was not a proper use for that area, the majority
<br />of residents were against it, and this type of business would cause blight. Also,
<br />a petition containing approximately 300 signatures, in opposition to this proposed
<br />operation, was presented to the City Council.

<br />Mrs. Pribble asked that her letter addressed to the City Council, dated May 15, 1980,
<br />be read and entered into the Minutes.
