75 <br />Mr. Helsby said there is no overall increase built into these <br />structure rate changes; the rates are designed to collect the same <br />revenue as we are currently collecting. Mr. Helsby said some General <br />Services customers will, receive some small increases or decreases, <br />however, in any case it.wofild be less than 1%. <br />Mr. Helsby said the additional recommendationd are as follows: <br />1,. With respect to large general service rates, that you consider <br />time of day rate*at a future time when time of day metering is <br />available and time of day billing data is available. <br />' 2. We recommend using an off—peak rider for swimming pool filtration <br />sytems. This would be an incentive for customers with swimming <br />pools to run their filtration systems at off peak hours; thereby <br />reducing the demand of the system at peak times. <br />3. Recommend that future adjustment in rates when they become <br />necessary, be done in a manner that would bring your rate <br />schedules in line with cost of service. We have recommended some <br />0 changes in this area which are intended to enable you to do this. <br />(D 4. Recommendation for a change in the method of calculation of the <br />LD in lieu tax payment. It is not a recommendation in'the amount, <br />Q but rather a revision in the method of calculation which they <br />CO feel would be more 'straight forward. <br />Q Mr. Helsby said final copies of the report would be forthcoming. <br />Mayor Huntoon said he would like to know if the City is higher or <br />lower in rates than Edison. <br />Mr. Drews responded that depended on the individual circumstance, <br />generally speaking, the City of Colton is higher in the lower usage <br />blocks, and lower or equal to Edison in the higher usage blocks, and <br />the City has a different method of metering Mobile Home Parks than <br />Edison. <br />Mr. Drews said, as the Council is aware, the City is participating <br />in several projects that will soon be operational, that will soon <br />enable the City to purchase power from sources other than Edison. <br />Mr. Drews said these projects will provide the City with additional <br />and lower priced power. <br />Mr. Drews reported that due to the City's growth, the Electric <br />Department is working towards a new substation and transmission <br />facilities to be located in the Cooley Ranch area. Mr. Drews said <br />• plans for occupancy are for the end of 1987, with a cost of 3.5 <br />million dollars. <br />Mr. Drews continue with his budget report saying the Capital Improve— <br />ment increase is for transformers to service new apartments and new <br />tracts. <br />Mr. Helsby reported that with regard to the Water Utility Report, R.W. <br />Beck is proposing to prepare a report that will review necessary <br />capital improvements, financial plans for financing the improvements, <br />rate structures. Mr. Helsby said the report would be presented with <br />a five year plan in mind. Mr. Helsby said various financing vehicles <br />r` will be looked at such as bonds, connection fees, developer costs, <br />etc., to enable the City to carry out the recommended plan should they <br />desire to implement it. <br />Mr. Helsby said they would prepare a written proposal and break down <br />the tasks, costs and time. Mr. Helsby stated the original suggested <br />price of the Water Study submitted to Mr. Elliott was $40,000, they <br />now are looking at a cost of $20,000. Mr. Helsby said the proposal <br />should be ready in about two weeks. <br />City Manager Elliott said he had two items to present that were <br />ommitted and one that was to be returned to the Council. <br />JUN 9 110$5 <br />
