M <br />Administrative Assistant David Zamora reported on a Conditional Use <br />Permit application, requested by Matthew Kurilich, to build a 72 -unit <br />motel complex with kitchenettes on property located at the northwest <br />corner of Valley Boulevard and Wildrose, in a C-2 zone. Mr. Zamora <br />advised that the Planning Commission, on January 22, 1985, approved <br />the Conditional Use Permit application. <br />Mr. Zamora continued on January 24 and 25, 1985, the Planning Depart- <br />ment received two letters appealing the Planning Commission action, <br />pursuant to Section 18.32.020.F.8, allowing for an appeal of a Plann- <br />ing Commission action by not less than two Council Members. Mr. Zamora <br />referred to copies of.Planning Commission minutes and staff reports on <br />this matter. <br />Mr. Zamora concluded a proper motion would be to either sustain Plann- <br />ing Commission Resolution No. 2036, or to overrule the Planning Com- <br />mission action and deny File Index No. C-13-84. <br />Mayor Huntoon asked if anyone present desired to speak in favor of or <br />in opposition to this matter. <br />Mr. Jerry Floyd, Project Manager for the Colton Commerce Center, spoke <br />to the City Council, thanking them for continuing this matter and for <br />their patience. Mr. Floyd said he wanted to dispell any fears that <br />this development could become a slum area or for transient type liv- <br />ing. The development must be compatible with an attractive type of <br />entrance to the Commerce Center. Mr. Floyd advised it is possible <br />that Quality Inn or Comfort Inn may buy the units from them. Mr. <br />Floyd said they are doing everything possible to comply with all rules <br />and regulations, and want to do what is best and most beneficial to <br />the City.. <br />City Manager Elliott asked about the status of an agreement with the <br />Barclay Development Company. <br />Mr. Floyd stated the agreement is prepared, however, there is a lot <br />release clause that is still not completed. <br />Mr. Richard Furstein, 9333 Baseline Road, Rancho Cucamonga, also spoke <br />to the Council Members regarding the proposed development, advising <br />that these units will be designed for the commercial traveler. <br />Councilman Rios asked what about someone wanting to rent one of these <br />units for six months or longer. <br />Mr. Furstein stated these units will not be designed for that type of <br />occupancy. The units will contain small microwave ovens and other <br />conveniences but would not really accommodate long -staying periods. <br />Moved by Councilwoman Cisneros, seconded by Councilman Rios, the <br />Public Hearing was terminated. Unanimous vote. <br />Mayor Huntoon stated he still felt these units were mini -apartments and <br />not the highest and best use for a C-2 zone. <br />Moved by Councilwoman Cisneros, seconded by Councilman Rehrer, to up- <br />hold Planning Commission Resolution No. 2036 and approve the Condi- <br />tional Use Permit application, File Index No. C-13-84. <br />City Attorney Edwards advised that a resolution had been prepared for <br />this matter, approving File Index No. C-13-84, subject to nine condi- <br />tions, which the City Council should consider with their motion. <br />Councilwoman Cisneros and Councilman Rehrer agreed to include Resolu- <br />tion No. 4554 in the motion as made. <br />Mayor Huntoon asked for a Roll Call Vote: <br />AYES: Three; Cisneros, Rios, Rehrer. <br />NOES: One; Huntoon. <br />ABSENT: One; Garcia. <br />Motion carried. <br />
