<br />the requirements of the specific plan. The Specific Plan was adopt-
<br />ed with full knowledge and cooperation of the property owners in-
<br />volved.
<br />Mr. Aguilera advised the City is in the process of finalizing the new
<br />zone SP, Specific Plan, for the purpose of having this plan, and others
<br />in the future, conform to the requirements of the law. By changing
<br />these properties from M-1 to SP, the requirements stated in the Santa
<br />Ana River Redevelopment Project Specific Plan shall govern the land
<br />uses, which means that portion of the Plan, entitled Section 4, will
<br />regulate development standards.
<br />Mr. Aguilera stated the Planning Commission reviewad ,.t.his !.matter and
<br />recommended approval, .as outlined &n Planning .Commfssion,,Resolution
<br />No. 2038, and, if Council concurs, it would be in order to consider
<br />First Reading of Ordinance No. 1679.
<br />Mayor Huntoon asked if anyone present desired to speak in favor of or
<br />in opposition to this matter.
<br />City Manager Elliott stated he has spoken with both Mr. McDonald and
<br />Mr. Cutler on this matter. Mr. Elliott referred to the City's ordi-
<br />nance establishing the specifi,c,plan,i and advised that staff has been
<br />authorized to make appraisals at this time.
<br />Mayor Huntoon asked Mr. Aklufi how long of a time was he asking for.
<br />Mr. Aklufi stated until the second meeting in April.
<br />Mr. Aguilera advised there is a developer in the area that has been
<br />waiting for two months to begin with his project, and if this matter
<br />is postponed until April, it could adversely effect the developer.
<br />Mayor Huntoon suggested this matter be reconsidered at the first meet-
<br />ing in March.

<br />Museum Lease
<br />City Attorney Edwards reported on the lease for the old library
<br />building to be used as a museum by the Colton Area Museum Associ-
<br />ation. The Association has reviewed the le#se and approved it, and
<br />now wishes to discuss the matter of insurance.
<br />Mr. Edwards continued that the Association s.t.ates it : is the-ir under-
<br />standing the insurance on the building will continue in =its present
<br />form. In that respect, the position of the Association is incon-
<br />sistent with the proposed lease. If the City agrees to that, a
<br />change in the lease is the appropriate action.
<br />Mr. Edwards advised insurance -=is not required in the lease as now
<br />written. The effect of this is that each party is free to decide

<br />like to register a complaint regarding
<br />not receiving timely notices.
<br />Mr. Aklufi continued that although the
<br />improvements will improve the
<br />value of the property, he would like to
<br />ask the City to hold off on
<br />this matter until the RDA project is underway
<br />so that everyone knows
<br />where they stand.
