Mr. Elliott advised there is a service in this county called Inland <br />Mediation Board, whose function is to mediate complaints between land- <br />lords and tenants. The Inland Mediation Board is funded by the County <br />and has contracts with several cities to perform those tasks. Also, <br />in July, 1985, when the City goes back to the County for HUD funds, <br />etc., this service will be provided under that contract. <br />Mr. Elliott concluded there is a need for this type of service, and the <br />Inland Mediation Board has, at his request, submitted a six month pro- <br />posal to perform these services for the City. Staff has reviewed the <br />proposal and recommends approval at a cost of $2,500. <br />Councilwoman Garcia and Councilman Rehrer stated that they would like <br />more information on this item, and were concerned about what involve- n <br />ment the City would have in this. <br />Moved by Councilwoman Cisneros, seconded by Councilman Rios, to approve <br />contract with Inland Mediation Board for services at a cost of $2,500, <br />as outlined by Staff. Upon Roll Call, the Vote was: <br />AYES: Three; Rios, <br />NOES: Two; Garcia, <br />ABSENT: None. <br />Motion carried. <br />Cisneros, Huntoon. <br />Rehrer. <br />CITY ATTORNEY'S REPORTS AND RECOMMENDATIONS: <br />Ordinance No. 1675/Resolution No. 4544 <br />City Attorney Edwards stated this item involves Second Reading of Ordi- <br />nance No. 1675, and adoption of Resolution No. 4544, which is a com- <br />panion to that ordinance, and fixes an application fee for interstate <br />truck routes and terminal designations. <br />Mr. Edwards advised that both the Ordinance and Resolution can be hand- <br />led by a single motion. <br />Moved by Councilman Rehrer, seconded <br />Reading and adopt Ordinance No. 1675, <br />Unanimous vote. <br />by Councilman Rios, to pass Second <br />and approve Resolution No. 4544. <br />�.- ORDINANCE NO. 1675 - AN ORDINANCE OF THE CITY OF COLTON ADDING CHAPTER <br />( Second Reading) 10.30 TO THE MUNICIPAL CODE OF C,OLTON , RELATING TO <br />INTERSTATE TRUCKS. <br />RESOLUTION NO. 4544 - RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />COLTON FIXING APPLICATION FEE FOR INTERSTATE <br />TRUCK ROUTE. <br />Resolution No. 4545 <br />Mr. Edwards asked that Item No. 9, concerning Resolution No. 4545, <br />signing a release for payment of damages, be withdrawn from the <br />Agenda, and resubmitted at a later date. <br />ORAL COMMUNICATIONS: <br />Mr. Frank Smith, 270 West "F" Street, Colton, complained about two lo- <br />cations in Colton where people are creating a "dumpsite" with trash, <br />papers, etc. <br />City Manager Elliott said Staff will look into this problem and notify <br />the property owners. <br />Councilman Rios suggested the City require more information from in- <br />dividuals requesting use of the park facilities. Councilman Rios said <br />the City needs to be more cautious as to the type of activity and <br />hours of use in order that adjacent residents are not unnecessarily <br />disturbed by loud noise. <br />1 2 #5 <br />
