6F <br />Mr. Dennis Hansberger, 1323 W. Colton Avenue, Redlands, $aid the Agua <br />Mansa Specific Plan was funded in part, by a contribution from the <br />City's Community Development Block Grant Funds; the purpose of the <br />Project was to create for the Cities of Colton and Rialto and adjacent <br />unincorporated areas, a competitive edge in attracting industrial acti- <br />vities by having a plan which would allow the entities to approach the <br />industrial community with certain regulations, certain conditions, etc. <br />already in place; by being able to provide answers and act quickly on <br />prospective inquiries, the entities will have a competitive edge. <br />Mr. Ernest Eager, Wildan Assoc. said there is very little change being <br />proposed; the Specific Plan they are proposing is an implementation and <br />refinement of the City's General Plan; Map 20 in the Specific Plan is <br />the proposed zoning and Map 7 is the existing zoning. <br />Mayor Huntoon read a letter from Mr. R.A. Erwin, dated February 13, 1986, <br />protesting to the proposed zone change of his property and stating that <br />the property owners along Agua Mansa Road are unanimous in their feeling <br />that the zoning remain no less than as presently zoned which is M-1. <br />After much discussion, it was determined that Mr. Erwin's property <br />is in fact zoned M-1, however, it is in conflict with the General <br />Plan which classifies the use as Agricultural. Mr. Aguilera said <br />even if someone were to apply for an M-1 use, as it is currently <br />zoned, we could not grant the use because it is located in what is <br />known to be a Flood Plain Zone. <br />Mr. Wes Stewart said he represents R.A. Erwin; Mr. Ervin's property in- <br />volves 55 acres and is located directly across the street from the land <br />fill; Mr. Erwin is in negotiations to sell this land based on its current <br />zoning of M-1; a change of zone to Agriculture would devastate the land <br />values; the Duck Farm is planning an expansion and a zone change would <br />prohibit this; the majority of property owners on that side of the street <br />are in opposition; the owner of the Duck Farm has communicated his objec- <br />tion to Mr. Erwin, however, he has been unable to sign the petition as he <br />has been away from the area. <br />Mr. Hansberger said they have not contemplated an M-1 Zone because it <br />is subject to the 100 year Flood Plain zone and any use other than <br />agricultural would have to mitigate the flood hazard. <br />Mr. Hansberger said there are a few amendments to be made to the proposed <br />Specific Plan, but they do not affect Colton. <br />City Manager Elliott recommended that if Council agreed with Planning <br />Commission Resolution No. 2067, that the Council find the EIR adequate <br />and consider first reading of Ordinance No. 0-2-86, and withhold final <br />acceptance of the EIR until second reading of the Ordinance at the next <br />Council Meeting. <br />Moved by Councilman Rios, seconded by Mayor Huntoon, to approve the <br />Staff recommendation, and to approve first reading of Ordinance No. <br />0-2-86. <br />Councilwoman Cisneros asked if this included all the changes pointed <br />out by Mr. Hansberger and leaving the buffers. Mayor Huntoon responded <br />yes- <br />Councilwoman Garcia stated she was going to have to vote against this <br />because she did not feel the EIR was sufficient and what affect it <br />is going to have on our Police and Fire services, air pollution, etc. <br />f: <br />Councilwoman Garcia said we may be sacrificing our living conditions. <br />Motion carried. Councilwoman Garcia voting NO. <br />PERSONNEL <br />Classification Plan <br />Mr. Elliott said this item was presented at the February 4, 1986, Council <br />Meeting and Council heard testimony from Mr. Jim Meith of the Employees' <br />Association and he is present tonight; the only change in staff's recom- <br />mendation is a date change, from February 11, 1986 to February 25, 1986; <br />FEB 136 <br />
