Police Detective - Chief Connolly reported the person serving as <br />the Crime Prevention Officer will`be retiring in the near future. <br />Chief Connolly said the position is one of Police Detective and he <br />would like to propose that the position of Police Detective be trans- <br />ferred and added to the Detective Division where the need for Drug <br />Investigation personnel continues to grow. <br />Chief Connolly said he would like to see the position of Crime <br />Prevention, filled by a civilian. Chief Connolly said the work can <br />be accomplished by a civilian at a lower cost, due to the fact that <br />safety benefits would not be paid. <br />Chief Connolly said page 288, Office Equipment reflects two CRTs and <br />accessories; Page 290, Auto Equipment reflects purchase of two <br />vehicles; and Page 292, Miscellaneous Equipment reflects purchase <br />of an industrial grade video camera and portable recording unit to <br />be used in crime re-enactment, training tapes and crime scene <br />recording. <br />Animal Control Officer - Chief Connolly requested an additional posi- <br />tion of animal control officer; stating the need for an individual to <br />work week ends and to continue the enforcement of licensing animals. <br />Chief Connolly said the part time person that was hired was able to <br />cite many unlicensed animals by going door to door, but this has to be <br />an on going process to cover the whole city limits. <br />Police Services - Chief Connolly requested three additional <br />dispatchers to provide two person coverage per shift. <br />Administration - Chief Connolly stated the position of Police Captain <br />has remained opened and vacant since Chief Elliott became City Manager <br />and he was moved to Acting Police Chief. Chief Connolly requested <br />that the Police Captain position be funded, inasmuch, as Chief Elliott <br />will be retiring. <br />Capital Improvements - Chief Connolly stated the budget reflects an <br />addition to the Police Storage Area. The expansion would bring the <br />store room space from 200 feet to 1400 square feet. <br />FIRE: <br />Chief Gemmel called Council's attention to Page 401, Auto Equipment, <br />and requested an additional $2,000 for the purchase of the two staff <br />cars listed. Chief Gemmel said the actual price would be $29,750 and <br />the funding reflects $27,750. <br />Chief Gemmel said he would also request funding for a third item on <br />this page and that would be $6,000 for an engine overhaul. Chief <br />Gemmel responding to Council's question as to whether the work would <br />be done inhouse, said no the work required is quite extensive and the <br />department does not have the proper equipment needed for this time of <br />diesel work. <br />Council added the funding requested to the list to be considered prior <br />to final budget approval. <br />Chief Gemmel requested $900.00 for a battery exerciser, to be added as <br />item number 3 to Page 402. Chief Gemmel said the battery exerciser <br />decharges and recharges the batteries in the Life -Pak, Paramedic <br />Equipment. Chief Gemmell said this process lengthens the life of <br />the batteries. <br />The Council added the battery exerciser to the list to be considered <br />prior to final budget approval. <br />Chief Gemmel requested the addition of an Intermediate Typist Clerk. <br />The Chief said this position is currently part time, 6 hours per day, <br />and a full time person is really needed. <br />ON 1 <br />
