<br />In accordance with notice duly and legally given, an Adjourned Regular
<br />Meeting of the City Council of the City of Colton was held on the
<br />above given date at 6:30 p. m., in the Council Chambers of City Hall,
<br />Mayor Huntoon presiding.
<br />City Manager Benest reviewed his memorandum regarding the proposed
<br />renovation of City Hall in conjunction with the Centennial celebra-
<br />tion, outlining the cost options, A - $133,423, or $22 per square
<br />foot; B - $181,575, or $30 per square foot; and C - $320,835, or
<br />$54 per square foot. Mr. Benest advised since Staff has cut the total
<br />equipment and capital outlay budget for the City, the total City budget
<br />would not have to be increased to implement the renovation.
<br />Mr. Benest concluded Staff recommends that the City Council approve
<br />one of the cost options based on the level of renovation needed and
<br />authorize Eckhardt Associates to proceed with the design work.
<br />Chelo Eckhardt, Secretary/Treasurer of Consuelo Eckhardt Associates,
<br />Inc., made a brief presentation to the Council Members, outlining the
<br />three major public service areas within City Hall, indicating the major
<br />problems and necessary improvements. Miss Eckhardt then reviewed cost
<br />options A, B, and C, recommending that the City go with Option C, as
<br />this was the most cost-effective.
<br />Councilman Rios asked when was the last time that City Hall had been
<br />renovated.
<br />Councilman Rehrer stated he recalled that City Hall had been painted
<br />approximately 6 years ago.
<br />Mayor Huntoon asked why the City had not gone out to bid on these items.
<br />City Manager Benest explained this is a professional services item,
<br />wherein we obtain proposals, evaluate them, and then enter into a con-
<br />tract for the services. Mr. Benest stated the City will do their own
<br />purchasing and coordinating, and then contract for the services.
<br />r Miss Eckhardt stated they would be providing design drawings and specs
<br />that the City can choose from.
<br />Councilman Rehrer stated he would be in agreement with Option C. Mr.
<br />Rehrer stated if the City is going to renovate City Hall, then lets do
<br />it right, and get it done. Mr. Rehrer stated he would, however, like to
<br />see something done with the City Hall roof before any of the renovating
<br />is started.
