240 <br />(17) Investments <br />Prudential-Bache Investment. <br />Moved by Councilwoman Cisneros, seconded by Councilman Rios, to approve <br />the Consent Calendar. Unanimous vote. <br />MAYOR'S REPORTS AND PROCLAMATIONS: <br />League of California Cities <br />Mayor Huntoon stated Colton needs to send their designation of Voting <br />Delegate and Voting Alternate for the Annual League of California Citie`: <br />Conference in Los Angeles, from October 19 to 22 1986. <br />Moved by Councilman Rehrer, seconded by Councilwoman Garcia, approving <br />designation of Mayor as the Voting Delegate and Mayor Pro -Tem as the <br />Voting Alternate for the Annual League of California Cities Conference.. <br />Unanimous vote. <br />Neighborhood Economic Advisory Committee <br />Mayor Huntoon again referred to the selection of members to the Neigh- <br />borhood Economic Advisory Committee for the Agua Mansa Enterprise Zone, <br />advising that if the Council Members have not submitted their selections, <br />please present them to the City Manager. <br />PUBLIC HEARINGS: <br />Appeals <br />Cargill Corporation <br />Mayor Huntoon declared the Continuance of the Public Hearing. <br />City Clerk Ramos submitted the Affidavit of Posting Continuance and <br />reported that no protests or objections had.been received. <br />Director of Community Development Aguilera reported on a Variance ap- <br />plication requested by Cargill Corporation for Ronald 0. Kruse et al, <br />to allow an overheight building in -a specific plan zone and negative <br />declaration, on property located at 10660 Hunts Lane. <br />Mr. Aguilera advised on July 8, 1986, the Planning Commission reviewed <br />and approved the Variance'to allow an overheight building and a nega- <br />tive declaration, however, because of an appeal process, as provided <br />by the City's Zoning Ordinance, the matter was set for public hearing <br />before the City Council. <br />Mr. Aguilera continued during the public hearing, the Planning Commis- <br />sion reviewed the following items in detail, which were a matter of <br />concern to the Commissioners and the public alike: <br />1. Air Pollution. The South Coast Air Quality Management District <br />(SCAQMD) reviewed the proposal and found it to meet all air <br />quality requirements. <br />2. Explosion Hazards. The use of chlorine gas and flour dust may <br />pose the possibility of an explosion, however, due to the re- <br />quirements of the Planning Commission, Fire Department and the <br />latest technology, the possibilities are reduced to a negligible <br />level. <br />3. Traffic. Trucks servicing the mill will be routed north to I-10, <br />away from the southerly residents, and all train service will ar- <br />rive and leave to the west. <br />4. Noise. At 700 feet, where residential development begins, Staff <br />estimates decibels would be no greater than 44 decibels, which is <br />well within the City's allowable limits. <br />5. Fire. The Colton Fire Department has the proper training and <br />equipment to respond to potential hazards, as well as a mutual <br />response plan with neighboring communities. <br />AUG 19 1986 <br />
