MAYOR'S REPORTS AND PROCLAMATIONS: League of California Cities Mayor Huntoon stated Colton needs to send their designation of Voting Delegate and Voting Alternate for the Annual League of California Citie`: Conference in Los Angeles, from October 19 to 22 1986. Moved by Councilman Rehrer, seconded by Councilwoman Garcia, approving designation of Mayor as the Voting Delegate and Mayor Pro -Tem as the Voting Alternate for the Annual League of California Cities Conference.. Unanimous vote. Neighborhood Economic Advisory Committee Mayor Huntoon again referred to the selection of members to the Neigh- borhood Economic Advisory Committee for the Agua Mansa Enterprise Zone, advising that if the Council Members have not submitted their selections, please present them to the City Manager. PUBLIC HEARINGS: Appeals Cargill Corporation Mayor Huntoon declared the Continuance of the Public Hearing. City Clerk Ramos submitted the Affidavit of Posting Continuance and reported that no protests or objections had.been received. Director of Community Development Aguilera reported on a Variance ap- plication requested by Cargill Corporation for Ronald 0. Kruse et al, to allow an overheight building in -a specific plan zone and negative declaration, on property located at 10660 Hunts Lane. Mr. Aguilera advised on July 8, 1986, the Planning Commission reviewed and approved the Variance'to allow an overheight building and a nega- tive declaration, however, because of an appeal process, as provided by the City's Zoning Ordinance, the matter was set for public hearing before the City Council. Mr. Aguilera continued during the public hearing, the Planning Commis- sion reviewed the following items in detail, which were a matter of concern to the Commissioners and the public alike: 1. Air Pollution. The South Coast Air Quality Management District (SCAQMD) reviewed the proposal and found it to meet all air quality requirements. 2. Explosion Hazards. The use of chlorine gas and flour dust may pose the possibility of an explosion, however, due to the re- quirements of the Planning Commission, Fire Department and the latest technology, the possibilities are reduced to a negligible level. 3. Traffic. Trucks servicing the mill will be routed north to I-10, away from the southerly residents, and all train service will ar- rive and leave to the west. 4. Noise. At 700 feet, where residential development begins, Staff estimates decibels would be no greater than 44 decibels, which is well within the City's allowable limits. 5. Fire. The Colton Fire Department has the proper training and equipment to respond to potential hazards, as well as a mutual response plan with neighboring communities. AUG 19 1986
