216 <br />West Valley Redevelopment Project,, hereinafter referred to as the <br />"Redevelopment Plan," and the proposed Environmental Impact Report <br />prepared on the Redevelopment Plan, hereinafter referred to as the "EIR". <br />At this hearing all persons wishing to speak for or against the pro- <br />posed Redevelopment Plan and on the EIR will have an opportunity to <br />speak. <br />Mayor Huntoon and Chairperson Cisneros, declared the Public Hearing <br />open for the City Council and the Redevelopment Agency. <br />Mayor Huntoon read the contents of the record as follows: <br />1. An Affidavit of Publication in a newspaper of general circulation <br />of a notice of this public hearing published on June 9,16,23, and 30, <br />1986. <br />2. A true and correct copy of the Notice of Public Hearing which was <br />mailed by certified mail to the last known assessee of each parcel of <br />land in the Project area. <br />3. An affidavit of mailing to the property owner in the West Valley <br />Redevelopment Project. <br />4. Certified copies of Agency and Council resolutions consenting to <br />the public hearing and setting the time and place of the public hearing. <br />5. A copy of the report prepared pursuant to Section 33352 of the <br />California Health and Safety Code, which contains as attachments <br />and are a part thereof, the Redevelopment Plan for the West Valley <br />Redevelopment Project. <br />6. The Preliminary Plan adopted by the City of Colton Planning Com- <br />mission on the West Valley Redevelopment Project. <br />7. A Copy of the Colton General Plan. <br />8. A copy of the Preliminary Report on the West Valley Redevelopment <br />Project. <br />Redevelopment Manager, Jennifer Thornberry, introduced Mr. Dan McCue <br />of Best, Best & Krieger, Mr. Brice Russell and Ms. Linda Mawby of <br />Gunn Russell Copenhaver & Co., Inc. <br />Mr. Brice Russell stated before he begins his presentation, he would li to <br />say that a property owner meeting was held on June 26, 1986, at which <br />interested persons requested a copy of a map showing land uses as they - <br />rently exist in the City's General Plan. Mr. Brice asked those in the <br />audience <br />still needing a map to raise their hands and one would be handed to them. <br />Mr. Brice Russell stated the Redevelopment Plan authorizes the Redevelopment <br />Agency to undertake a wide range of activities, which would encourage deve- <br />lopment and redevelopment consistent with the City's General Plan. Mr. Bric <br />stated the plan is not one that addresses specific development on a parcel <br />per parcel basis. <br />Mr. Brice stated the plan authorizes the Agency to provide a large <br />variety of public improvements, such as: flood control channels needed <br />in the area; to assist owners of private property to develop or rehab- <br />ilitate their property consistent with the General Plan; to acquire <br />property and dispose of it for development or redevelopment; to de- <br />molish buildings and clear the sites owned by the Agency for the pur- <br />pose of making those sites available for new development; and authorize <br />utilizing tax increment financing to pay for its various activities, <br />tax increment financing being the property tax revenues resulting from <br />increases in assessed valuation in the project area resulting from new <br />development. <br />Mr. Brice said with respect to acquisition of property, the property`° <br />owners in the area have been notified that the Agency is authorized <br />to acquire property through eminent domain, if negotiations for a fair <br />market settlement fail. Mr. Brice stated that there are no immediate <br />plans for the Agency to acquire property in the project area, but this <br />is a very important authority for the Agency to have. Mr. Brice stated <br />the plan authority for eminent domain is limited to the first 12 years <br />following adoption of the plan. <br />Mr. Brice said the plan authorizes the Agency to use a wide variety <br />of financing sources to finance the redevelopment of the project area. <br />4U _i, 1 W6 <br />
