VP �'# _rz- � � J to e� t #W�Nmflryia _ wrru- �PeF•+AM� f +ts a .=.. w-.vty <br />} <br />Mr. Brice said many of the financing vehicles will be utilized due t%! <br />the great expense of the large number of public improvements needed. <br />The sources listed in the plan are federal and state grants, gas tax <br />funds, sales tax increments, loans from city or other sources, sale <br />of tax allocation bonds and notes, tax exempt financing, i.e., indust- <br />rial development bonds and lease revenue bonds. <br />Mr. Brice said finally, the plan authorizes and requests the cooperation <br />of the City in implenting the project. Mr. Brice stated while the plan <br />authorizes a wide range of activities by the Agency, the plan also con- <br />tains required elements pursuant to Redevelopment Law, for the protection <br />of property owners who have holdings in the project area. The plan <br />requires that if property is acquired, the Agency must provide for relo- <br />cation funds and relocation advisory assistance to the occupants of the <br />property, it must provide a replacement housing unit for every housing <br />unit taken out of the low/moderate-income housing market, and be re- <br />quired to use a portion of tax increment revenue from the project to in- <br />crease or improve the supply of low/moderate-income housing. Mr. <br />Brice stated the plan as proposed will have a duration of 30 years, <br />unless it is extended by an amendment process that, under current law, <br />would take 10 to 12 months and would require further public hearings. <br />O Mr. Brice stated he would now address the Draft Environmental Impact <br />Report (EIR). Mr. Brice said the Draft EIR has been prepared on the <br />Redevelopment Plan which analyzes the potential environmental impact of <br />implementation of plan. Since the project is basically to encourage <br />growth and property improvements, there will be additional human activity <br />CO and commerce over current levels and, as a consequence, it is anticipated <br />that there will be certain impacts on the environment. The purpose of <br />the EIR is identify and quantify the environmental impacts to the level <br />of specificity allowed by the general nature of the Redevelopment Plan. <br />The draft EIR indicates that there are certain activities and actions <br />that may be taken to mitigate possible environmental impacts. Mr. Brice <br />gave the example that additional development would worsen existing flood <br />problems in some cases and the Redevelopment Plan authorizes the Agency <br />to provide the flood improvements. Mitigation measures are included in <br />the draft EIR, however, the increase in activity levels in the project <br />area will generate air quality, water, sewer and flood impacts that may <br />not be fully mitigated. The Agency Staff and Consultants believe that <br />the positive physical, social, and economics elements of the Redevelop- <br />ment Program out -weigh possible environmental impacts and recommend the <br />project be approved as submitted. Mr. Brice said because the draft EIR <br />is general and impacts cannot be identified specifically at this time, <br />the draft EIR requires that future environmental studies be performed <br />on specific projects, if these projects are of such magnitude that the <br />impacts of such were not specifically addressed in the document before <br />the Council and Agency tonight. Mr. Brice said this mechanism will <br />insure a more accurate level of analysis than can be achieved at this <br />time. All comments on the draft EIR and the responses to those comments <br />are included as the final EIR submitted for consideration this evening. <br />Mayor Huntoon asked the Clerk to report on any written communication <br />received in favor the proposed Redevelopment Plan. <br />City Clerk Ramos report she had not received any written communications. <br />Mayor Huntoon stated all persons wishing to speak in favor of the Redev- <br />lopment Plan will now have an opportunity to speak. No one addressed <br />the Council and Agency. <br />Mayor Huntoon asked the City Clerk to read written communication received <br />in opposition to the proposed Redevelopment Plan. <br />City Clerk reported she had not received any communication in opposition. <br />Mayor Huntoon requested all persons wishing to speak in opposition to <br />the proposed Redevelopment Plan, or having questions, to approach the <br />microphone and state their name and address. <br />Mr. Wilford Sklar, 5904 Copperfield Ave., Riverside, said he is an at- <br />torney by profession, however, tonight he is representing his wife and <br />himself as property owners on the east side of Pepper St., south of San <br />JUL 1 1986 <br />
