RESOLUTION NO. 470 - RESOLUTION OF THE REDEVELOPMENT AGENCY FOR THE CITY OF COLTON CERTIFYING THE ENVIRONMENTAL IM- PACT REPORT FOR THE AMENDMENT NO. 3 TO REDEVELOP- MENT PLAN FOR THE COOLEY RANCH, PROJECT NO. 4 RE- DEVELOPMENT PROJECT.
