ORDINANCE NO. 0-16-86 - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF (First Reading) COLTON AMENDING THE REDEVELOPMENT PLAN FOR RE- DEVELOPMENT PROJECT NO. 1. ORDINANCE NO. 0-17-86 - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF (First Reading) COLTON AMENDING THE REDEVELOPMENT PLAN FOR RE- DEVELOPMENT PROJECT NO. 2. Finance/Bonds City Manager Benest reported on the City of Colton's Single Family Mortgage Revenue Bonds 1986 Issue, to make low interest rate mortgage loans available to first-time home purchasers in the City. Mr. Benest stated due to insufficient interest from developers, Staff is now recom- mending Colton join the Cities of Rancho Cucamonga, Palmdale and Porterville in a Housing Finance Agency Joint Powers Agreement, for the purpose of jointly issuing single family mortgage revenue bonds. Mr. Benest then referred to the Joint Powers Agreement and Resolution No. R-168-86, approving the agreement. Mr. Benest concluded Staff recommends that the City Council adopt Reso- lution No. R-168-86, and appoint one member of the Council to serve on the Board of Directors of the Housing Finance Agency. Moved by Councilwoman Cisneros, seconded by Councilman Rehrer, to ap- prove Resolution No. R-168-86, and Joint Powers Agreement, authorizing Mayor to execute same. Unanimous vote. RESOLUTION NO. R-168-86 - A RESOLUTION APPROVING JOINT POWERS AGREEMENT BY AND AMONG THE CITY OF RANCHO CUCAMONGA, TH CITY OF PALMDALE, THE CITY OF PORTERVILLE AND THE CITY OF COLTON FOR THE PURPOSE OF FINANC- ING HOME MORTGAGES, PROVIDING FOR THE TRANS- FER OF ALLOCATION AND PROVIDING FOR IMPLEMEN- TATION OF A HOME MORTGAGE FINANCING PROGRAM. Moved by Councilman Rios, seconded by Councilman Rehrer, appointing Councilwoman Cisneros to serve on the Board of Directors of the Hous- ing Finance Agency. Unanimous vote. Personnel/Police Moved by Councilwoman Garcia, seconded by Councilman Rehrer, to approve Resolution No. R-169-86. Unanimous vote. RESOLUTION NO. R-169-86 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON ADOPTING AGREEMENT WITH COLTON POLICE ASSOCIATION AND AUTHORIZING PAYMENTS. Personnel City Manager Benest introduced Leslie Keane, recently appointed Assistant City Manager of Administrative Services, advising that Ms. Keane is presently the Budget Officer for the City of Irvine, and comes on board for the City in December. Mr. Benest stated Ms. Keane is very well qualified for this position and Staff is very happy to have her with the City.
