Councilman Lofy read. in full a Proclamation declaring the week of April 9 - 15, 1989, as VICTIMS' RIGHTS WEEK. The Proclamation will be mailed to Victim Witness Program Coordinator, San Bernardino County D. A.'s Office. Closed Session Mayor Gonzales stated that the Closed Session will be considered at the same time as Item No. 22, Closed Session under the City Manager's items. PUBLIC HEARINGS: -Text Amendment Mayor Gonzales declared the Continuance of the Public Hearing. City Clerk Ramos submitted the Affidavit of Posting Continuance and reported that no protests or objections had been received. Community Development Director Aguilera reported on the Text Amendment, TA -1-89, to regulate the storage of outdoor materials in commer.cial and Ln industrial zones along South La Cadena Drive, and is being presented to the City Council as part of an overall effort to upgrade and improve the South La Cadena Drive Corridor. co Mr. Aguilera continued the upgrading of South La Cadena Drive will also include new streetlights to be installed in phases by the Electric De- partment, storefront improvement grant program for business/commercial area of South La Cadena Drive, street improvements, median improvements, landscape improvements and development of linear park. Mr. Aguilera concluded if Council concurs, it would be in order to pass First Reading of Ordinance No. 0-6-89, approving the Text Amendment as outlined. Mayor Gonzales asked if anyone present desired to speak on this matter. Moved by Councilman Rios, seconded by Councilwoman Cisneros, to close the Public Hearing. Unanimous vote. Moved by Councilwoman Cisneros, seconded by Councilman Rios, to pass First Reading of Ordinance No. 0-6-89, and waive full reading. Vote was unanimous. ORDINANCE NO. 0-6-89 - (First Reading) AN ORDINANCE OF THE CITY OF COLTON AMENDING ORDI- NANCE NO. 1602, THE COMPREHENSIVE ZONING ORDINANCE OF THE CITY, AND CHAPTER 18.16, DEVELOPMENT STAN- DARDS, TO ESTABLISH SECTION 18.16.081, OUTDOOR STORAGE, TO SET FORTH DEFINITIONS, CONDITIONS, AND PROCEDURES FOR REGULATING THE STORAGE OF OUTDOOR MATERIALS IN COMMERCIAL AND INDUSTRIAL ZONES ALONG SOUTH LA CADENA DRIVE. Councilman Lofy stated he would like to see the same action taken City- wide, and possibly expand this Ordinance to include the whole City. City Manager Benest and Community Development Director Aguilera stated Staff would be checking into this and report back to the City Council. EMINENT DOMAIN PROCEEDINGS: Resolution of Necessity Res. No. R-42-89 Mayor Gonzales declared the Public Hearing open, to consider a Resolu- tion of Necessity commencing Eminent Domain Proceedings for nine acres on Rancho Avenue in the vicinity of the City's Wastewater Treatment Plant. Assistant City Manager Leslie Keane reported the City's existing Waste- water Treatment Plant is located in the vicinity of Rancho Avenue and Agua Mansa Road.
