Councilman Rios read in full a Proclamation declraing the week of April <br />9 - 15, 1989, as NATIONAL LIBRARY WEEK. The Proclamation was accepte2l <br />by David Davis, City Librarian, and Dr. Renald Annelle, Chairman of the <br />Library Board. <br />Councilman Lofy read. in full a Proclamation declaring the week of April <br />9 - 15, 1989, as VICTIMS' RIGHTS WEEK. The Proclamation will be mailed <br />to Victim Witness Program Coordinator, San Bernardino County D. A.'s <br />Office. <br />Closed Session <br />Mayor Gonzales stated that the Closed Session will be considered at the <br />same time as Item No. 22, Closed Session under the City Manager's items. <br />PUBLIC HEARINGS: <br />-Text Amendment <br />Mayor Gonzales declared the Continuance of the Public Hearing. <br />City Clerk Ramos submitted the Affidavit of Posting Continuance and <br />reported that no protests or objections had been received. <br />Community Development Director Aguilera reported on the Text Amendment, <br />TA -1-89, to regulate the storage of outdoor materials in commer.cial and <br />Ln industrial zones along South La Cadena Drive, and is being presented to <br />the City Council as part of an overall effort to upgrade and improve the <br />South La Cadena Drive Corridor. <br />co <br />Mr. Aguilera continued the upgrading of South La Cadena Drive will also <br />include new streetlights to be installed in phases by the Electric De- <br />partment, storefront improvement grant program for business/commercial <br />area of South La Cadena Drive, street improvements, median improvements, <br />landscape improvements and development of linear park. <br />Mr. Aguilera concluded if Council concurs, it would be in order to pass <br />First Reading of Ordinance No. 0-6-89, approving the Text Amendment as <br />outlined. <br />Mayor Gonzales asked if anyone present desired to speak on this matter. <br />Moved by Councilman Rios, seconded by Councilwoman Cisneros, to close <br />the Public Hearing. Unanimous vote. <br />Moved by Councilwoman Cisneros, seconded by Councilman Rios, to pass <br />First Reading of Ordinance No. 0-6-89, and waive full reading. Vote <br />was unanimous. <br />ORDINANCE NO. 0-6-89 - <br />(First Reading) <br />AN ORDINANCE OF THE CITY OF COLTON AMENDING ORDI- <br />NANCE NO. 1602, THE COMPREHENSIVE ZONING ORDINANCE <br />OF THE CITY, AND CHAPTER 18.16, DEVELOPMENT STAN- <br />DARDS, TO ESTABLISH SECTION 18.16.081, OUTDOOR <br />STORAGE, TO SET FORTH DEFINITIONS, CONDITIONS, AND <br />PROCEDURES FOR REGULATING THE STORAGE OF OUTDOOR <br />MATERIALS IN COMMERCIAL AND INDUSTRIAL ZONES ALONG <br />SOUTH LA CADENA DRIVE. <br />Councilman Lofy stated he would like to see the same action taken City- <br />wide, and possibly expand this Ordinance to include the whole City. <br />City Manager Benest and Community Development Director Aguilera stated <br />Staff would be checking into this and report back to the City Council. <br />EMINENT DOMAIN PROCEEDINGS: <br />Resolution of Necessity <br />Res. No. R-42-89 <br />Mayor Gonzales declared the Public Hearing open, to consider a Resolu- <br />tion of Necessity commencing Eminent Domain Proceedings for nine acres <br />on Rancho Avenue in the vicinity of the City's Wastewater Treatment <br />Plant. <br />Assistant City Manager Leslie Keane reported the City's existing Waste- <br />water Treatment Plant is located in the vicinity of Rancho Avenue and <br />Agua Mansa Road. Sufficient space is not available at this site for <br />APR 4 1989 <br />
