R-11-89 - <br />A RESOLUTION OF THE CITY OF COLTON OPPOSING <br />THE CLOSURE OF NORTON AIR FORCE BASE AND EN- <br />COURAGING THE CITIZENS OF THE CITY OF COLTON <br />TO CONTACT THEIR ELECTED OFFICIALS IN WASH- <br />INGTON D. C., AND EXPRESS THEIR CONCERN AND <br />OPPOSITION TO THE CLOSURE OF NORTON AIR FORCE <br />BASE. <br />CITY MANAGER'S REPORTS AND RECOMMENDATIONS: <br />Community Facilities District 88-1 <br />Assistant City Manager Leslie Keane reported on the sale of Special <br />Tax Bonds for the construction of public infrastructure in Community <br />^' Facilities District 88-1. <br />Ms. Keane advised that six proposals were received for the sale of <br />Lo bonds from underwriters, and the award was made to Bateman -Eichler, <br />® with an attractive interest rate of 7.4658%. Ms. Keane also advised <br />co the bonds will have a maturity date of 30 years. <br />Ms. Keane said Staff is recommending the City Council authorize the <br />selection of Union Bank as fiscal agent for $2.55 million in Series <br />1989 Bonds to be issued under the auspices of Community Facilities Dis- <br />trict 88-1, and adopt Resolution Nos. R-12-89 and R-13-89. <br />Moved by Councilwoman Cisneros, seconded by Councilman Rios, to approve <br />Staff's recommendation and Resolution Nos. R-12-89 and R-13-89. Vote <br />was unanimous. <br />RESOLUTION NO. R-12-89 - RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />COLTON, CALIFORNIA, AUTHORIZING ISSUANCE OF <br />BONDS AND APPROVING BOND INDENTURE FOR A COM- <br />MUNITY FACILITIES DISTRICT. <br />RESOLUTION NO. R-13-89 - RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />COLTON, CALIFORNIA, ACCEPTING PROPOSAL AND <br />MAKING AWARD FOR SALE OF BONDS IN A COMMUNITY <br />FACILITIES DISTRICT. <br />Mobile Home Rent Control Ordinance <br />Legal Counsel John Brown, of Best, Best & Krieger, stated for the <br />record, City Attorney Stephen Edwards has disqualified himself from <br />these proceedings because he resides in a mobile home park in Colton. <br />Mr. Brown then reviewed a Summary of the proposed mobile home rent con- <br />trol ordinance, discussing the purpose of the mobile home rent control <br />ordinance - intended to balance the sometimes competing interests of <br />mobile home owners and mobile home park owners; how mobile home park <br />rents will be affected - by establishing a system for controlling mobile <br />home rents and rolling back such rents to 1981 levels, with an adjust- <br />ment based upon the Consumer Price Index; paying for rent control en- <br />forcement - financing of activities of the Rent Review Commission ac- <br />complished through registration fees paid by park owners or from funds <br />allocated by the City Council to the Rent Review Commission or from a <br />combination of those sources and any other available sources; estab- <br />lishment of a Rent Review Commission - consisting of five members to <br />review and adjust rent when special circumstances or needs arise and <br />for challenge to rents imposed; ensuring a fair return for mobile park <br />owners - involves the determination of a fair return to the park owner; <br />procedures for challenging rents and limitation of rents - provides for <br />an individual petition procedure by mobile home park owners who are dis- <br />satisfied with the annual rent increase permitted under the ordinance; <br />ensuring continued proper maintenance and provision of services - pro- <br />vides for rent reduction in the event that a park owner reduces the <br />level or kind of services provided in the mobile home park; ensuring a <br />JAN 17 1989 <br />
