45 <br />Ms. Keane continued the construction of the Fire Station is being fund- <br />ed by the Redevelopment Agency, and an amount of $523,000 is currently <br />available for this project. The total project, construction and project <br />management, is anticipated to cost $749,684, and Staff is requesting <br />that the Agency increase its project budget by the necessary amount of <br />$226,684. <br />Ms. Keane concluded Staff recommends that the City Council award a con- <br />tract to Martin J. Jaska, Inc., in the amount of $638,935, for construc- <br />tion of Fire Station No. 4. This award is contingent on the Redevelop- <br />ment Agency's approval of additional funds. <br />Moved by Councilman Rehrer, seconded by Councilwoman Cisneros, approv- <br />ing Staff's recommendation for award of bid to Martin J. Jaska, Inc., <br />in the amount of $638,935, for construction of Fire Station No. 4. <br />Unanimous vote. <br />Annexation/Community Facilities District <br />Assistant City Manager Leslie Keane reported on Annexation No. 1 to <br />Community Facilities District No. 88-1. <br />Ms. Keane advised at the time Community Facilities District No 88-1 was <br />LD formed, the property owner, Forecast Mortgage Company, had not closed <br />0 escrow on a one acre parcel in the San Bernardino portion of the dis- <br />co trict. This parcel was therefore excluded from the original district <br />and Forecast, being the current owner of the property, wishes to annex <br />it to Community Facilities District No. 88-1. Such an annexation will <br />not affect the assessments in the initial district, but will provide a <br />broader tax base on which to spread the cost of required facilities and <br />services. <br />Ms. Keane then outlined the procedures to be followed for the annexa- <br />tion, which would require a public hearing to be held February 7, 1989, <br />after which the City would conduct an election of the property owner. <br />If the vote is favorable, the annexation area will become part of Com- <br />munity Facilities District No. 88-1, with the same rights and respon- <br />sibilities as other properties in the district. <br />Ms. Keane stated the Cities of Colton and San Bernardino have formed <br />Community Facilities District No. 88-1 to fund the construction of re- <br />quired flood control facilities and public services. Annexation of the <br />proposed "pocket area" will assure that recipients of services provided <br />by the District share equally in the costs. <br />Ms. Keane concluded Staff recommends that the City Council adopt Reso- <br />lution Nos. R-4-893, R-5-89 and R-6-89, initiating proceedings to process <br />Annexation No. 1 to Community Facilities District No. 88-1. <br />Moved by Councilman Rios, seconded by Councilwoman Cisneros, approving <br />Staff's recommendation and Resolution Nos.
