City Clerk Ramos submitted the Affidavit of Publication and reported <br />that no protests or objections had been received. <br />City Manager Benest advised that Staff is requesting this matter be <br />continued to the next regular Council Meeting, April 4, 1989. <br />On Council consensus, the public hearing to consider Text Amendment, <br />Index No. TA -1-89, was continued to April 4, 1989. <br />r'TTV MANAGER 1 Q RFPnRTS ANn RFrnMMRWnATTnNS <br />Animal License Fees <br />Assistant City Manager Leslie Keane reported from her memorandum re- <br />garding revisions to the City's Animal License Ordinance and Fee Reso- <br />lution, which has not been increased since 1983 and is 30% to 40% be- <br />low that of surrounding communities. <br />Ms. Keane outlined the proposed rate schedule, which included fees from <br />one to three years, and special rates for senior citizens. Ms. Keane <br />stated in order to cover actual City costs, Staff is also proposing <br />an increase to apprehension fees. <br />Ms. Keane concluded Staff recommends the City Council direct the City <br />Attorney to draft an ordinance implementing changes to Title 7 of the <br />City Code, and conceptually approve modifications to the City's Animal <br />Fee resolution. A formal resolution will be presented to the Council <br />in conjunction with second reading of the ordinance modifying the fee <br />format. <br />Councilmen Lofy and Rehrer stated they would be opposed to increasing <br />the fees for dog licenses at this time. <br />Mrs. Evelyn Horton, 1245 North 8th Street, asked why the citizens have <br />to have a dog license anyway. Mrs. Horton stated she knows of many <br />people in Colton that have animals and have no license for them. <br />City Attorney Edwards explained the license is required by State law. <br />Moved by Councilman Lofy, seconded by Councilman Rehrer, to deny the in- <br />crease in fees for licensing animals in the City. <br />City Manager Benest advised the existing revenue is insufficient at this <br />point to cover the services provided. <br />Ms. Keane asked if the Council would consider an alternate proposal and <br />proceed with the increase in the apprehension fees, as this has become <br />quite a problem with residents allowing their dogs to run free, and the <br />City needs to enforce this. <br />Councilmen Lofy and Rehrer agreed to amend the motion to approve the in- <br />crease in the apprehension fees as outlined. Unanimous vote. <br />r%'D AT r nMMTTNTr'ATTnNq - <br />Parks/Playground Equipment <br />Mr. Fred Cordova, 190 West "E" Street, stated at the last Parks and <br />Recreation Commission meeting the Commissioners discussed the possibil <br />ity of the City donating old playground equipment taken out of the City <br />parks to the Lions Club, which in turn would be transported to Mexico <br />for childrens' use there. <br />City Manager Benest advised this would be discussed by Staff and brought <br />back at a future Council meeting. <br />Colton Museum <br />Mr. Jon Zane, 1321 North 9th Street, member of the Colton Museum Board, <br />stated he was pleased to know that Phase II for the Museum is underway <br />and that Phase III is now in the planning stages. Mr. Zane said he <br />hoped the bidding process on Phase III would be speeded -up. <br />MAR 21 1989 <br />
