On Council consensus, this matter was removed from the Agenda. <br />Agreements <br />Assistant City Manager Leslie Keane reported on two agreements for a <br />regional tertiary treatment demonstration project. Ms. Keane stated <br />the Council previously approved $190,000 of interim financing for im- <br />mediate initiation of this project. To proceed further, it is neces- <br />sary to enter into two agreements: the first between the cities of <br />Colton and San Bernardino, which establishes a procedure whereby both <br />cities jointly oversee the operation of the demonstration system to <br />their mutual benefit; the second between the cities of Colton and San <br />Bernardino and the San Bernardino Valley Municipal Water District, and <br />authorizes the District to negotiate site leases and/or purchase options <br />for project locations and operation of the demonstration system. Ms. <br />Keane advised that both agreements have been reviewed by Best, Best and <br />Krieger to assure that they are in the best interest of the City of <br />Colton. <br />Ms. Keane continued neither the City of Colton nor San Bernardino has <br />committed to the permanent operation of a regional tertiary facility <br />in lieu of individual City operations. That decision will need to be <br />made prior to the end of the demonstration project. Should either or <br />both cities abandon the regional concept, the information provided via <br />the demonstration project may be used by either in its decision to con- <br />struct a rapid infiltration project facility or conventional treatment <br />facility. Both cities will be committed to meet financial obligations <br />incurred during the demonstration project, even if they decide to pur- <br />sue independent alternatives. Initial bond sales will cover only dem- <br />onstration project expenses. <br />Ms. Keane concluded Staff recommends the City Council approve and <br />authorize the Mayor to execute the attached two agreements for the <br />operation of a regional wastewater treatment demonstration project. <br />Moved by Councilman Rios, seconded by Councilman Rehrer to approve and <br />authorize execution of agreements as outlined for a regional wastewater <br />treatment demonstration project. Unanimous vote. <br />ORAL COMMUNICATIONS: <br />Mr. John Longfield, 1809 Cottonwood, Colton, spoke about a problem that <br />has developed on Washington Street as a result of the construction of <br />the Albertson's Shopping Center. Mr. Long complained that one lane has <br />been shut down, making the traffic backup during peak hours and causing <br />serious problems getting off of the freeway to and from work. <br />Staff advised Mr. Longfield that unfortunately there is nothing that <br />can be done in the immediate future until the project is near comple- <br />tion, however, the City's Traffic Committee will be studying this area <br />and possibly some alternative can be used. <br />RPrPcc <br />The City Council recessed at 8:07 p. m., to take up the business of the <br />Revelopment Agency for the City of Colton, and reconvened at 8:08 p. m., <br />all Members present. <br />CLOSED SESSION: <br />The City Council adjourned to Closed Session at 8:08 p. m., to discuss <br />Personnel Matters, pursuant to Government Code Section 54957, relating <br />to Disability Retirements, and reconvened at 8:40 p. m., all Members <br />present. <br />Disability Retirement <br />Moved by Councilman Rehrer, seconded by Councilman Rios, to approve <br />Resolution Nos.
